Even with the miserable state Iraq is in they (re-) build humvees locally without foreign supervision ( 10.000 humvees so far ), maintain and repair MI-17’s, completely maintain and rebuild + build T72’s as in pre 2003, anti aircraft guns, heavy artillery and a complete overhaul facility for Mi171 helicopters with 10 assembly bays, that all done by Iraqis not foreigners UAE wise.


What foreigners are you talking about? Dubai is the only State which hosts a large portion of Expats, many were already nationalized.

Can’t find many Imarati engineers capable of doing what in the field of tech or engineering when talking military industry ?

What fields are the Emiratis exactly holding in ADCOM and other of their "defence industries", "HR" and "Admin" roles as part of an emiratization program or how they would call it, put a badge of the UAE on a weapon made by a non Imarati engineer and call it an Imarati piece of tech.
Example : Caracal pistol.

Now don’t give me the cheap story of "No need to re-invent the wheel", math formulas that have been discovered and saved by previous scholars aren’t thrown in the bin, students learn them and try to understand the logic behind it since that is what allows them to advance, with the logic many have here using the wheel BS we would never have to attend school.

Iraq's military is in its infant steps, thus, we can't compare it to the UAE's. And no, barring to the run-of-the-mill Abram maintenance, nothing else they have done so far, unlike the UAE which harbors in its maintenance LOCAL, NATIONALIZED, and foreigner crews.

The USA itself with it's tremendous amounts of natural resources, area and population had millions of foreigners considerably contributed in their civilization but this has never made their achievements less American. You can find foreingners working in each and every American institution, company and installation but that has and will never make America less stronger.

The same applies for the teeny tiny UAE which it's GDP is triple of Iraq's and population less that 5% of Iraq's. You get to understand that they are nationalizing tech, the word "how" doesn't matter as long as they have it.
