Joint development through JV's is hard as the foreign firms seek the controlling stake of at least 51% which of course isn't acceptable by the GoI
That's just depends on the case,Brahmos is roughly 50:50, which gives us control over the overall JV but Russia is still only responsible for the minor part they divert. In FGFA on the other side, it's also roughly 50:50, while they have the far larger contribution.
In a joint AWACS development with Brazil, things would be even pretty easy, since both countries would be mainly responsible for their own parts (Brazil for the platform, India for the radar system), while only the general specs would need to be negotiated and the funding for the overall project would be shared.
The Saab case is just speculation and they only were considered as a consultant for the design by DRDO, just as Dassault was initially and how Airbus supports them for NLCA.
