Similarly advanced diesel electric submarines compared to nuclear ones are still still several times cheaper. They also fit China's doctrine of a defensive navy. They are quieter in China's shallow coast than similar nuclear ones and are just as deadly with sub launched ashms and mines.
The type 095 and 096 would cost in the range of billions. China's budget is growing larger every year but it is not enough to support a large fleet of ssns and ssbns.

Because it is much more afforadble. However, I do aggree that we should shift our attentions to Nuke subs.

Currently I think the only reason PLAN is looking at nuclear subs is for carrier escorts. They're still focused on safeguarding areas close to china like yellow sea, south/east china sea etc and diesel subs fills the niche.

They should not produce too much nuke subs now and just focus on more R&D and making their performance better.

A smaller number of nuke subs would be more effective than large number of conventional submarines. Nuclear submarines can launch a more variety of weapons, has strategic range, and is more suitable for long patrol. A defensive navy does not mean one that's incapable of counter strike.
