They aren't very well educated.. You pick up any country and you will find the security forces to have basic graduation degrees mostly.

IMO Bajwa did not attend because the ceremony of crime minister because other chiefs refused.

Remember Bajwa only signed the NSC meeting minutes because others signed on it and he had no other option.
