Difficult times facing Pakistan Railways employees

FAISLABAD: Railway workers in the city are praying that ticket sales increase, because instead of receiving their salaries from the bank, they will instead be paid from funds received from ticket sales, Geo News reported.

According to Railways sources, there are no oil supplies and hence there are no funds to pay the salaries of its employees. The State Bank has not released salaries, which led to this unsual method of paying salaries being adopted. Money obtained from ticket sales is not being deposited but instead is being used to pay the salaries of railways workers.

According to Railways officials, 50% of employees will receive their salaries on Tuesday, while it was expected that the rest of the salaries would be paid soon. Due to this process, workers are hoping that ticket sales increase.

Pakistan Railways has been on the decline and plagued with numerous problems. With each passing day an engine of the Pakistan Railways becomes non-operational. The PR does not have engines to run trains and has run out of funds.

During a press conference on Monday Railways Minister Ghulam Ahmad Bilour said that fuel to run the engines had run out and diesel supplies would only last for two days. He said the government had not released the allocated funds adding that the time was near when Pakistan Railways would have to shut down.

If I remember correctly Pakistan has been purchasing a lot of locomotives over the last couple of years. Why are they still plagued with the locomotive failures?

Yes that's right. They were Chinese locos. However there was some issue with alignment and those locos could not either run on the tracks or not aligned with platform and could not be used. Please correct if I'm wrong

I'm serious. Its like killing two birds with a single stone. Pakistani railways can be turned profitable and that loser gets out of India.

The story is that during Musharraf`s era while lot of sectors benefited

a)IT
b) Human resource , tracking with ID card national digitized cards (NADRA)
c) Dairly farm initiatives
d) Railways
e) Generating profits from the crook corporations in Pakistan

For railways - during his time I think 70-80 locomotives were purchased brand new , and then local industry was supported to be able to create 4-5 new locomotives per months around 2005-2007

What happened afterwords is that Railway employees (mechanics) , instead of using fresh new oil for these brand new locomotives decided to
'reuse' engine oil that was drained out from older locomotives

An Idiotic move , because anyone who knows anything about mechanics of engines will tell you new oil is used so no sludge (sticky) material is produced in engine using old oil you are basically introducing debris into the new engines.

Using the old oil - the engines were ran , and these engines then of course developed mechanical problems , because the mechanical group for railways did not knew how to maintain brand new locomotives. So with in 2 years the out of 80 locomotives or so we are now left with just 8 locomotives

This was published in a newspaper a while back , and this information was concluded after an investigation into why the national railways only has 7 Locomotives running

So in order to save oil for few hundred dollars , per locomotives - now Government of Pakistan has to purchase million dollar plus locomotives

All mechanical enginese need clean oil - oil is like oxygen for engines

Railways is losing money becasue


a) No revenue being generated , each locomotive can yeild 11 Million USD
80 locomoties was around 880,000,000 USD million dollars


Facilities in Pakistan should have increased the locomotives production to 150 locomoties by 2011 instead
we are now buying more locomoties

We SHOULD DO WHAT CHINA DID TO CORRUPT business man and mechanics HANG THEM

The employees should be paid in tickets. Sells them to earn
This way incompetent Pakistan railways employees will be forced to work

sure he might be bad guy that is why everyone hates lalu, but i think he has done wonders for your railway.

no honestly dude, look what our railway minister did? railway is almost shut down, but lalu parsad did lot, well all politicians are corrupt.

Misappropriation of funds derails Pakistan Railways

The audit report of the Pakistan Railways (PR) for the fiscal year 2010-11 clearly indicates that the current financial crunch of the organisation resulted because of persistent pilferage, misappropriation of funds worth Rs6 billion and habitual apathy of railway high-ups to check wastage of the public money.

The report launched recently and available with ‘The News’ revealed that Rs194.717 million misappropriations of funds in scrap material was detected besides pilferage of fittings and equipment from rolling stock, which was estimated at Rs151.873 million. It also faced a loss of Rs830.589 million in the sale of scrap at lower rates Rs961.299 million loss because of limited recovery of gas charges. The department suffered further loss of Rs558.12 million due to injudicious evaluation of tenders, the report reads.

The report mentioned three instances of non-recovery of dues by railways including rental and departmental charges amounting to Rs241.291 million, irregular deposit of government receipts worth Rs24.045 million in a private bank account and contracts of Rs23.674 million were awarded illegally.

Moreover, wasteful expenditure on idle staff and overstaff has been highlighted in the report, which amounts to Rs45.768 million. The report revealed that extra fuel of Rs11.98 million was consumed through unnecessary detention of locomotives. The amount of un-cashed cheques amounting to Rs326.655 million was not cleared from the accounts for the financial year 2009-2010, which resulted in overstatement of expenditure for the fiscal year 2010-11. The department did not attach potential earnings of Rs479.689 million because of non-leasing of 15,989 acres of agricultural land.

Substandard repair and overhauling of traction motors costing Rs175.420 million has also been highlighted in the report. Besides three cases of non-installation of imported machinery worth Rs123.205 million wasteful expenditure of Rs44.461 million was made on electricity charges on a closed traction section.

The staff had re-used open engine oil in locomotives and power vans affecting their life and operation. The department was deprived of potential earnings creating losses worth Rs309.258 million due to non-provision of gas worth Rs63,000 for air-conditioned coaches. On the other hand, due to financial crunch occurred due to severe irregularities and embezzlement committed by the departmental officials themselves, Pakistan Railways had sought bail out package of Rs50 billion from the federal government to revive the economic situation enabling it to operate smoothly.

However, against demanded bail-out package of Rs50 billion, the federal government allocated only Rs11.5 billion, which was rejected by the finance division because of which an amount of Rs3billion was released to the Railways, which was spent on procuring diesel as its shortage had halted the operation of dozens of trains some three months ago. The report said embezzlement, wastage of funds, failure in recovering outstanding dues and other financial irregularities amounting to billions of rupees were the reasons for the losses.

Well, Lalu might be the face of change in fortune of IR, but the real brains were the new breed of IR officials and the positive contribution from the IR employees. Even when his successor Mamta Banerjee was hell bent to send IR down the drain...IR survived.

Pakistan can very well do without the railways. It has excellent road networks. If PR is a drain to the Exchequer, and rarely used by general public then it must be discontinued. There are many countries which use railways only for goods transportation.
Let PR go the tram way.... let it fade gracefully...

other than afghanistan..there is no othet country in the world without railway.......so it must be something important...thats why everybody is doing it?
