They have spent 500 million dollars for 1st phase of 15.7km.
Total cost will be way more than budgeted.

Circular railways in the op articles is much akin to our KRL /commuter, well your should adapt to what your cities need dont succumb to what the investor demands. And should made preparation toward the eventual needs of double double track in near future.

I thought its a fair prices for 80 km something long electric railway , considering they start to built from the scratch and even doesnt have core depo for heavy maintenance of their future electric railways lorries fleets and not even to mention the cost of other items and infrastructure like stations railways, electric lines, generator and other backing systems along with signal and transmision control .

small land, too many people living in said land, financial and administrative centre of the country.
If we had land like Brazil or Burma, this project wouldn't be even needed. We'd just move our capital to a different place and develop with proper planning. Dhaka is an old city mind you. At least 400 years.

What were some of the larger issues faced in the KRL commuter rail project?

Too much passanger, unpredictable heavy weather (sometimes Lightning strikes electric lines, or flooding causing jammed and so on) and lack of number stations in outer Jakarta areas.

That is for MRT project, Greater Jakarta Commuter line is different, the route has already been quite long. It was started by Dutch.

Dutch Electric railway system being abandoned by Japan occupier, most of systems had been raided for war time use and they prefer to using old but cheap steam locomotive. Fortunately, Dutch invader brought back the system and revive them in their short occupation of Jakarta, but not much left. After 1970 it was the revival of Electric railway in Indonesia
