Know that region and peoples in it like back of my hand,it's nothing more than extension of Pakistani area west of Indus.Brother Afghans are the ones responsible for their woes we may only have a small part in their misery but putting the blame on Pakistan for all their misery is hardly justified.
Afghans have been fighting with each other on ethnic lines for centuries and as things are looking right now they will continue to do so. I have interacted with Afghan Refugees both in my Hometown and in My Universities the ethnic hate they have for each other is far more than their hatred for us.
Afghans drew the first blood in 60s and 70s from their refusal to accept the western border and their Military incursions in FATA. Their attempts to incite Rebellion among our Pakhtoon was not something we could ignore. Niether did we force them to ask USSR to interfere in their matter all that and the subsequent civil war was their doing. Throughout our Brief History the State of Afghanistan has refused every attempt at reconciliation from us. We even offered them a confederation.
What they did was to throw our every attempt to our face.
In all this mess we only protected our interests just as any other nation. When millions of Refugees are pouring through your borders you wont wont just sit and around and sip tea you will make sure to do damage control and thats what we did.
Pakistan has failed to do any permanent solution of that region and it is going to haunt us more in coming days.
P.S:-Zia at that time there was only one armed faction we made another which in the end spilled into many factions.
