Democrats threaten to block delivery of F-16 fighter jets: Legislation termed counter-productive

WASHINGTON, March 8: Democratic lawmakers, who now control both chambers of the US Congress, have threatened to withhold the delivery of F-16 fighter jets to Pakistan, despite a strong warning from the Bush administration that such a move could hurt bilateral relations and the “war on terror”.

In the Senate, three Democrats — Senators John Kerry, Christopher Dodd and Joe Biden — put the threat in the form of a nonbinding resolution.

The resolution was “intended to put Congress on record as making clear that military assistance to Pakistan will be assessed in the context of efforts in cracking down on the Taliban and Al Qaeda.” It implied that follow-up legislation would be introduced if Pakistan does not heed that warning.

“We must never forget the importance of going after the terrorists before they strike,” Senator Kerry said.

The proposal by leading members of the Senate Foreign Relations Committee would not go as far as a measure approved by the House of Representatives, which proposes linking all US assistance to Pakistan to its performance in the “war on terror”.At the House hearing, meanwhile, Chairman Gary Ackerman described the F-16 deal as “not just a carrot” but a “whole carrot patch,” adding: “We should have strong expectations from Pakistan to do more in return.”

Mr Ackerman, a Democrat from New York, is the present Chairman of the Congressional Caucus on India and Indian Americans and now also heads the Middle East and South Asia Subcommittee of the House Foreign Affairs Committee. This position gives him the power to frustrate Pakistan’s efforts to maintain its current partnership with the United States.

Mr Ackerman raised the issue of the F-16 sales to Pakistan — revived in March 2005 after almost 15 years — at a hearing on Wednesday on US policies towards South Asia. “Should the sale be terminated if Pakistan doesn’t do more to eliminate the safe haven that terrorists have found on their soil?” he asked US Assistant Secretary of State for South Asia Richard Boucher who appeared before the panel to explain Bush administration’s policies for the region.

Mr Boucher told the congressman that the F-16 sale was proceeding as scheduled and some of the work has already been concluded, “and we’re moving forward with the sale”.

“If we are giving somebody F-16s, or giving them whatever the ask might be, and we have a full expectation, that expectation is not being fulfilled,” the congressman responded.

Mr Boucher told him that conditioning assistance to Islamabad could be “counterproductive to the important goal of fostering more cooperation” with Pakistan against the Taliban, Al Qaeda and militancy.

“We do think it’s important for the United States and Pakistan to position themselves as partners in this effort. And we think that this provision would undercut that.”

But this did not satisfy Mr Ackerman who described Pakistan’s contribution to the “war on terror” as ‘little dribs and drabs’. “We just look the other way because they help us when they want to, or when they think they can, rather than us pushing them to cooperate to the max, aren’t we really letting them off the hook?” he asked.

“Congressman, I don’t think it’s a matter of letting anybody off the hook. We’re all on the hook — Pakistan, Afghanistan, the United States, Nato — to do this job effectively, we all understand,” said Mr Boucher.

When Mr Boucher referred to the recent arrest in Pakistan of a key Taliban leader Qari Obaidullah, Mr Ackerman dismissed this as Islamabad’s practice of arresting “some high-profile person that they could have most likely arrested last year or the year before.”

He then went back to the F-16 deal, saying, “It’s a bargain. We’re doing this for that. We’re not just giving them — we don’t give F-16s out all over the world for free.”

The deal involves the long-delayed sale of 18 new F-16 jet fighters, an option to buy 18 more, and refurbishing of 34 used aircraft in the Pakistan Air Force’s arsenal.The Bush administration opposed an even tougher move in the House that would condition US military aid to stronger anti-terror efforts.

Mr Boucher told the House subcommittee that the arms package should not be held out as a reward to Pakistan, which is fighting the Taliban militia for its own good, and that the United States and other nations benefit as a result.

The Bush administration objects to the House version of the legislation because it conditions sale of the aircraft to a certification by President Bush that Pakistan’s anti-terror efforts were sufficient, Mr Boucher said.

USA always leave us alone when we had met with any critical situation after completing their interest. Remember 1965 war, in 1971 we are still waiting their war ship which they announced will be come to protect pakistan from india. And recently during Kargill war usa support india. after 9/11 when Pre. Musharraf contarct with usa he said that usa would not leave us alone know like in the past. but now they are threatening us to block f-16. Pakistani politicians and military should now usa will and can not protect us. Allah AllMighty always save us from difficulities.

US can never be a friend of muslim world or Pakistan. It works with or use any one only for its own interests and later throw them. Same fate is waiting for Pakistan. However its the help from Allah that they have still kept themselves away from carrying out any military action against Pakistan.
India suits their need as its a country with an ideology which is harmless for their unholy interests and causes and can prove a good friend if need arises to counter China (Its another thing that India can't challenge China).

Dude you have to realize, there is no such thing as "friendship".
They look for their own strategic advantage, like any other nation.

Pakistan and Bangladesh just happen to be on the better side of China's strategic interests.

Thing is...the War on Terror is far from over and a full scale U.S retreat from the situation might feel as bad to Americans as it looks to the world.
 
Unfortunately history tells us that USA left Pakistan at the most un appropriate time. Americans have a problem and that is they fail to understand ground realities. They also have a habit of blaming others for their mistakes. Take Afghanistan for example when American invaded all Taliban leadership was in Afghanistan. They failed to capture even a single Al-Qaeda or Taliban important figure. Then they started blaming Pakistan who captured over 600 Al-Qaeda and Taliban people some of them quite high profile figures. Then they failed to capture entire Afghanistan and blamed Pakistan for not stopping fighters from crossing into Afghanistan. When they don’t understand what to do they start threatening Pakistan with blocking F-16 deliveries and all other sort of things. Personally I shall be glad if they end their relationship with Pakistan and impose sanctions. At least we won’t have to listen to their nonsense.
 
i think pakistan should not buy f16 from america cuz they can stab you in back at any time,lets say pakistan buy's these f16s after time everything needs to be replaced on these jets and america can turn around and dont sell us the spare part the jets wont fly.

i think pakistan should buy close to home like china,pakistan should stay tight with china cuz that's the only think stoping america from attacking pakistan, america is the devil and you dont do deals with the devil.

pakistan need's to develope there own armour cuz no one wants to help a muslim country with nucler power.

america is supporting india and trying to make it a mini super to counter china and pakistan,

migs - russia will not supply bcuz they want the indian mcra order for 126 mig35s
mirage-2000 - yes, if the price is right $60m/copy is too much for a 80s tech aircraft. one option is to purchase excess mirage-2000s from the armee del air (french air force) at $ 15-20m/copy depending on upgrades.
rafale/typhoon - too expensive
JF17/J10s - yes, as long as the engine controversey is resolved.
so u c guys why pakistan takes the risk of getting excellent weapons platforms from the usa.
 
Only second hand Mirage option exists as they have shut the production line for new mirages. But rafael option exists.

Rafael option should had be availed by pakistan rather going for those damn F-16s always subjected to sactions. Although Rafael is a much expensive option but still look at this way, 2squardons of Rafeal backed with J-10s and JF-17, PAF would been turned into a true force and with time more Rafael could have been inducted depending upon the availability of the funds.
We will have to live with those f-16s! AHhhhhhh
 
i dont disagree with my esteemed members bull & ice-cold, but the PAF history is replete with inducting american weapons systems and the PAF training is completely based on USAF patterns like Topgun school at sargodha etc.
if u will notice all arms transfers from america now include large numbers of spares to off-set to some extent the impact of sanctions. also pls do read the 911 commission report which clearly suggests that sanctions on pakistan will not resolve the terrorism/extremism issues. usa needs to have a sustained relationship with pakistan. if Hillary Clinton wins u will see a change in the democratic posture towards us. she so far is supporting us.
