It was not a emergency decree. He signed a decision of "Cabinet of Ministers".....

These kind of regulations gets prepared by the respective ministry. Approved by cabinet of ministers, prime minister and president. Then it gets published in official gazette and put in to motion.

I believe this is standard procedure in European countries too.

The EU and the Council of Europe are not the same thing.
Turkey is already a member.

The reason Turkeys membership is in question, is because Erdogan is playing with the idea
to reintroduce death penalty.
Abolition of Death Penalty is a requirement for Membership in the Council of Europe.
Since it is Turkeys membership that is at stake, it is Turkey that is put on the watch list.

No it is not. Here this is done from some downwards ministry and thats it. The Prime Minister or President does not bother with hair removal law.
