How exactly investors going to fetch the money? by taking loans from the market i.e. you and me or general public. No company puts the money on these risky business from their profits. They build new enterprises and then take hte loans from public banks (i.e. your and my money) and then invest. if they make profits they are happy, if not , they declare them selves bankrupt or defaulters and close the company.
I have never argued on multiple modes of transportation but they should be technically solid and should be meeting the criteria. Do you know how much traffic is moved between just Delhi and Gurgaon during business or non-business hours leave till manesar. Its maddening. The aim of public transport is not just providing comfort but to also reduce the congestion and traffic from the roads. mere 6000 per hour (which is the best guess or may be skewed) is not the number with which we should design the future transport system. The investment should be done in the platform which is more feasible. Does not matter if its private or public. I can understand competition between trams/ metro/railways but this is a dead project.

India does not have bankruptcy laws, so in case of a bankruptcy, the investors loose their shirt.
No Bank funds Risky business either .. funding is provided on the basis of a sound business plan and adequate guarantees.
Even if the companies close down, the infrastructure they built will still exit and can be serviced by any other organization include public sector ones.
As long as the govt. do not provide any guarantee that there will not be a tram or metro or mono rail between delhi and Manesar, I fail to see the problem. To claim that moving 6000 passengers per hour will not reduce congestion is ridiculous, but even if it dosen't, so what ? That is no reason to disallow the project ..... what kind of absurd logic is that ?
That's like saying one should marry only if there is a guarantee of a Child or even a boy child.
Govt. remains free to invest in public transport that will address need.
