If we are to believe the Global IQ tests that show India with an average IQ of 81, that is quite damning.

In fact that score indicates something close to borderline retardation.

Mr. Haq can go back to the same erroneous report again and again to claim Pakistan is doing better than India. But here is a analysis by Dawn. Both countries have a long way to go, but India is spending more on education than Pakistan. As before Mr. Haq will conveniently ignore this post.


Education Emergency Pakistan

Only 35 per cent of school children, aged 6-16, can read a story, while 50 per cent cannot read a sentence.

Today, Pakistan is crippled by an education emergency that threatens tens of millions of children.

No country can thrive in the modern world without educated citizens.

But the emergency has disastrous human, social and economic consequences, and threatens the security of the country.

2011 is Pakistan’s Year of Education.

It’s time to think again about Pakistan’s most pressing long-term challenge.

The economic cost of not educating Pakistan is the equivalent of one flood every year. The only difference is that this is a self-inflicted disaster.

One in ten of the world’s out-of-school children is a Pakistani. That is the equivalent of the entire population of Lahore.

There is a zero per cent chance that the government will reach the millennium development goals by 2015 on education. On the other hand, India, Bangladesh and Sri Lanka are all on their way to achieving the same goals. India’s improvement rate is ten times that of Pakistan, Bangladesh’s is twice that of Pakistan.

But, despite this gloomy situation, determined efforts can show results in only two years. What is required is an additional spending of Rs.100 billion, a 50 per cent increase over current spending.

Pakistanis have a constitutional right to universal education, a little discussed or known fact of the law. What has been overlooked in the discourse on the 18th Amendment is that education has now become a right and no longer a privilege as it was previously. Article 25A sets up a possible scenario where a citizen can take the government to court for not providing them access, or even be the grounds for a suo moto action.

At current rates of progress, no person alive today will see a Pakistan with universal education as defined in our constitution. Balochistan would see it in 2100 or later.

Just one year of education for women in Pakistan can help reduce fertility by 10 per cent, controlling the other resource emergency this country faces.

There are 26 countries poorer than Pakistan but send more of their children to school, demonstrating the issue is not about finances, but will and articulating demand effectively. It is too easy, and incorrect, to believe that Pakistan is too poor to provide this basic right.

Pakistan spent 2.5 per cent of its budget on schooling in 2005/2006. It now spends just 1.5 per cent in the areas that need it most. That is less than the subsidies given to PIA, PEPCO and Pakistan Steel. Provinces are allocated funds for education but fail to spend the money.

We presume the public school system is doing poorly because teachers are poorly paid, this is untrue. Public school teachers get paid 2/3rds more than their equivalent private low cost school counterparts; they earn four times that of the average parent of a child in their school. Despite this, on any given day 10-15 per cent of teachers will be absent from their duties teaching.

There is demand for education that is partly being addressed by low cost private schools, even one third of all rural children go to these schools (public schools can cost Rs.150 per month, low cost private schools the same or up to Rs.250). Despite the large presumption of the media, both domestic and international, this gap is not actually being addressed by Madrassahs. Only six per cent of students go to Madrassahs.

Only 35 per cent of school children, aged 6-16, can read a story, while 50 per cent cannot read a sentence. Their performance is only slightly better than that of out-of-school children, of whom 24 per cent can read a story. This alarmingly demonstrates the ineffectiveness of schooling.

30,000 school buildings are in dangerous condition, posting a threat to the well being of children. Whereas 21,000 schools have no building whatsoever.

Donors are not the solution, while they grab headlines regarding their development work, government spending remains the majority by an overwhelming margin.

India’s schools are in bad shape, and not getting any better. Maths ability is declining, and reading is way below where it should be.

The Annual Status of Education Report 2010, prepared by Pratham, an education non-governmental organisation supported by many of India’s top companies, has a blunt message. School enrolment is up but quality is unacceptably low. Inadequate state provision is fuelling the expansion of private education, which India’s largely poor people can ill-afford.

Here are some of the report’s key findings:

1. 96.5 per cent of children in the 6 to 14 age group in rural India are enrolled in school. While 71.1 per cent of these children are enrolled in government schools, 24.3 per cent are enrolled in private schools.

2. India’s southern states in particular are moving strongly towards more private sector education provision. The percentage of children in private school increased from 29.7 per cent to 36.1 per cent in Andhra Pradesh, from 19.7 per cent to 25 per cent in Tamil Nadu and from 51.5 per cent to 54.2 per cent in Kerala

3. There has been a decrease in children’s ability to do simple mathematics. The proportion of Standard 1 children who could recognise numbers from 1-9 has declined.

4. After five years of schooling, close to half of children are below a level expected after just two years of formal education. Half of these children cannot read. Only one child in five can recognise numbers up to 100.

5. Toilets were useable in only half the 13,000 schools surveyed. Teacher attendance was 63 per cent, lower than pupil attendance.
Kapil Sibal, the new education minister, has breathed some life into a portfolio left moribund by his elderly predecessor Arjun Singh. But lately, Mr Sibal, a lawyer, has been seconded into the telecommunications ministry to clean up a mess surrounding the controversial award of new 2G licences that may have cost the exchequer as much as $39bn.

There are few more important challenges in India than improving its schools. Not for the first time ineptitude and greed at the top are robbing India’s young of resources.

Indian students rank near the bottom on PISA, a global test of learning standards conducted in 74 nations this year. TIMSS, another standardized international test, produced similar results earlier in 2003.

The average Indian child taking part in PISA2009+ is 40 to 50 points behind the worst students in the economic superstars. Even the best performers in Tamil Nadu and Himachal Pradesh - the top 5 percent who India will need in science and technology to complete globally - were almost 100 points behind the average child in Singapore and 83 points behind the average Korean - and a staggering 250 points behind the best in the best.

The average child in HP & TN is right at the level of the worst OECD or American students (only 1.5 or 7.5 points ahead). Contrary to President Obama's oft-expressed concerns about American students ability to compete with their Indian counterparts, the average 15-year-old Indian placed in an American school would be among the weakest students in the classroom, says Lant Pritchett of Harvard University. Even the best TN/HP students are 24 points behind the average American 15 year old.

In a vast country like india with 1.2 billion population, 100 different cultures and beliefs it is really mammoth task to uplift every section of the country. Sometimes democracy has some burdens too. We cant take harsh decisions due to regional politics. But the Basic fact that we have right to speak and protest for anything we dont like in india. Just look at the number of middle classes increased over the last 60 years, i think we have done quiet well and we r heading towards right direction. So whatever these statistics says, india is improving everyday there is no doubt in that. And if we have had the ability to suppress real facts and show a deceptive beautiful mask infront of the world am sure image of india cud have been different. Thanks to our free press:meeting:

What's really retarded, is that despite the case of "borderline retardation" we figured out a way to grow from a sub 3% annual growth stage to a trillion plus economy, that despite the latest troubles, is still the 2nd fastest (among the major economies i.e. trillion plus). Imagine, doing that with an IQ of 81.

Meanwhile, your cherished ally is again heading to the IMF for a fresh round of begging, AGAIN.
