Note this is the 3rd time in recent months that COAS has met with Qatari officials.

Pakistan is getting further close to Qatar and Bahrain. In the long run, Pakistan will play a leading role in Muslim Countries. OIC next meeting is expected to be held in Islamabad.

Certainly something is up or this is a tamasaha to show two fingers to Saudi/UAE after Indian COAS visited, but in last 3 months all of senior Qatar military has visited Pakistan and CAS and now COAS have visited Qatar.

For sure we train many Qataris at PMA, PNA, PAFA and staff colleges and they use Super Mush but I think this may well be leading to something else.

manpower for FIFA 2022. A division size PA contingent in Qatar providing security to FIFA events? Possible . Afghan Peace process as Qatar is hosting Afghans on the request of Pakistan. 2 of the major agenda items on the list.

If my memory serves well, a formal agreement was signed and made public a year or two back. Or those were just speculations and it is still open for discussion?

Yes, but does that need formality of recent CAS and COAS visits? I think this maybe heading towards permanant basing of troops in Qatar like Turkey already does
