Not true, Vietnam chose Russia submarine despite it is know Chinese knows well of it. Thai Junta purchase Submarine from China just want to get support from Chinese government. They know well China Sub is cheap and low in quality. Thai's neighbor countries Cambodia, Lao, Myanmar, Malaysia do now have navy threat or dispute to Thailand. Thai also does not have much activity in sea. Unlike Vietnam which have interests toward their east sea, therefore they need strong navy.

It is costly to maintain and operate Subs.

My Vietnamese friend, I'm afraid i have to agree with @sicsheep. Vietnam bought Kilos because it didnt have much of a choice to be honest. It was the best value for money sub it could get its hands on, since we all know Vietnam isn't a rich country. A western sub would have cost Vietnam a huge sum of money, which the country cant/couldn't afford, plus i doubt we could offer all the training/cooperation which Russia offers for that rice as well. So Vietnam made the obvious decision to purchase Russian kilos as i don't see any other better option it had to be honest.

Thailand 20-years old type69 tanks sleep under water, and Vietnam 70-years old Su-100 and 50-years old T-55 & BTR-60 still serving in the Army ... ur Army STRONG in AESAN region. BTW Thailand Army ordered 100+ T-84 tanks

It does mean that we can't buy submarine from west countries who is allied with USA, or technologically where the US military invention, copyright is applied on such submarines with permission of US. So that such submarine is in list of sanctions too..
