China PM visit likely to boost bilateral trade

ISLAMABAD: Chinese Prime Minister Wen Jiabao, will visit Pakistan from 17-19 December, 2010 at the invitation of Prime Minister Yusuf Raza Gilani, according to Foreign Office spokesman.

The three-day official visit of Chinese PM to Pakistan starting on Friday “will inject new vigour and vitality in Pakistan, China friendship”, said Assistant Foreign Minister Hu Zhengyue here.

The Premier will exchange views with Pakistani leadership on cooperation in various areas including energy, agriculture and participation in the post flood reconstruction, he said.

Addressing a press conference specially arranged to brief the media on Premier Wen visit to South Asia starting from December 15-19 that included India and Pakistan, Hu said that during his official visit to Pakistan from December 17-19, Wen will hold meetings with President Asif Ali Zardari, Prime Minister Syed Yousuf Raza Gilani and other Pakistani leaders.

He said that the Chinese Premier will have in-depth exchange of views with Pakistani leaders on five areas which include, maintaining the tradition of high-level mutual visits and intensify strategic coordination and communication, supporting peoples disaster re-construction work and realize long term development of Pakistan, expanding and deepen practical cooperation across the board and realize mutual benefits, intensify culture and people to people exchanges and to further solidify Pakistan China friendship and to intensify coordination and cooperation on international and regional affairs to safeguard common interest.

During the visit both sides will sign various cooperative agreements, he said.

“Premier Wen will also deliver a key note speech on Pakistan, China relations”, he said.

The Chinese premier, he further informed will also attend the inauguration ceremony of China Pakistan Friendship Centre. On the occasion, paintings from a prominent Chinese painter will also be put on display.

He said that Premier Wen will also meet friends from Pakistan and China who had greatly contributed towards strengthening Pakistan China friendship.

He will also attend and deliver speech at a business forum, he added.

“Pakistan is an important neighbour and important strategic cooperative partner of China”, Hu said adding that “in recent years China Pakistan relations have made big headways and the leaders have kept frequents contacts and conducted effective cooperation in areas of economic and trade”.

Hu expressed the determination that with the concerted efforts from both the sides the visit will further strengthen Pakistan China friendly relations.

Hu who was flanked by Deputy Director General of Ministry of Commerce Liang Wentao, Liang while replying to a question, said that Premier Wen delegation included over 150 Chinese entrepreneurs and during the visit various cooperative agreements will be signed by both sides.

The details of these agreements, Liang further said would be made available to the media after the signing of the pacts.

On civil nuclear cooperation, between Pakistan and China, Hu said that this cooperation has always been open and transparent.

ISLAMABAD: Chinese Prime Minister Wen Jiabao arrived in the federal capital today on a three-day official visit.

Prime Minister Yousuf Raza Gilani. Gilani himself received his Chinese counterpart at the airport. Dozens of chief executives of companies and 150 business leaders are accompanying the Chinese premier.

The visit will be a unique opportunity for the two countries to enhance their trade and commercial ties. Many commercial deals will be signed during the visit.

Up to $20 billion worth of projects with Chinese help have been completed in Pakistan. Work on projects of $14 billion is continuing at present, while projects of another $20 billion are expected to be signed between the two sides.

Chinese prime minister will also address the joint session of the parliament which will be followed by his interaction with media personnel.

Pakistan, China sign 13 agreements, MoUs in various fields

ISLAMABAD: Pakistan and China on Friday inked 13 agreements and Memoranda of Understanding on cooperation in economy, energy, banking, security and technology.

Prime Minister Syed Yusuf Raza Gilani and Chinese Premier Wen Jiabao witnessed the signing of documents as the respective ministers and officials of Pakistan and China inked them.

The Agreements and MoUs were signed to expand cooperation in the utilization, management, training, educational programmes and modernization of railways and to establish a long-term cooperative relationship on the basis of equality and mutual benefits.

The first Memorandum of Understanding on Reciprocal Establishment of Cultural Centers was signed by Foreign Minister Shah Mahmood Qureshi and Chinese Minister of Culture Cai Wu.

Second MoU on Strengthening Technical Cooperation and Pak-China Road Transport Activities between Ministry of Transport of China and Ministry of Communications of Pakistan was signed by Minister of Railways Haji Ghulam Ahmad Bilour and Chinese Minister of Transport Li Shenglin.

An Agreement on Economic and Technical Cooperation between the Government of Pakistan and Government of China, for grant of RMB 200 Million for flood reconstruction projects) Minister of Finance Dr. Abdul Hafeez Shaikh and Chinese Minister and China International Trade Representative Gao Hucheng.

The Agreement on launching of Urdu Program of China Radio International in Pakistan between China Radio International (CRI) and Pakistan Broadcasting Corporation (PBC) was signed for broadcast on FM 93 (Islamabad, Lahore, Multan and Kohat) and the programmes shall be in Urdu and English. The Agreement was inked by Director General PBC Ghulam Murtaza Solangi and Chinese Ambassador to Pakistan Liu Jian.

The MoU on Cooperation between Securities and Exchange Commission of Pakistan and Securities Regulatory Commission of China (SRCC) was inked by Commissioner SECP Tahir Mahmood and Chinese Ambassador to Pakistan Liu Jian.

The MoU on Establishment of Energy Working Group between National Energy Administration of China and Ministry of Petroleum and Natural Resources of Pakistan was signed by Secretary Ministry of Petroleum and Natural Resources Imtiaz Kazi and Vice Minister and Deputy Director Head of National Energy Administration Qian Zhimin.

A Government Concessional Loan Agreement on the Safe City Islamabad Project was also signed between Pakistan and EXIM bank of China and it was inked by Secretary EAD Sibtain Fazal Haleem and Vice President, China Exports and Import Bank Li Jun.

An agreement for National Electronics Complex of Pakistan was signed by Chairman, NESCOM Irfan Burney and President, CETC Yan Lijin.

An agreement to provide License to establish Industrial and Commercial Bank of China (ICBC) by the State Bank of Pakistan was signed by Governor SBP Shahid Hafeez Kardar and President ICBC Yang Kaisheng.

The Agreement on Economic and Technical Cooperation between Government of Pakistan and Government of China for the grant of RMB 200 Million for Agriculture related projects was inked by Minister of Finance Dr. Abdul Hafeez Shaikh and Chinese Minister and China International Trade Representative Gao Hucheng.

The Framework Agreement between China and Pakistan on Provisioning of Concessional loan by China to Pakistan - Non Intrusive vehicle X-ray Inspection System Project and was also signed by Minister of Finance Dr. Abdul Hafeez Shaikh and Chinese Minister and China International Trade Representative Gao Hucheng.

Government Concessional Loan Agreement on the Safe City Islamabad Project was also signed between Pakistan and EXIM bank of China and was inked by Secretary EAD Sibtain Fazal Haleem and Vice President, China Exports and Import Bank Li Jun.

China announces $410m assistance for flood victims

ISLAMABAD: China on Saturday announced a $10 million grant for the citizens compensation programme for flood victims and a $400 million concession loan to help meet their needs.

Speaking at the National Disastrous Management Authority (NDMA), Chinese Prime Minister Wen Jiabao said China would continue to help Pakistan in the post-disaster phase of the floods. China would also provide resources and technical support to Pakistan for disaster prevention and forecasting technology.

He said China had the expertise in dealing with situations like the Attabad lake and would send its experts to address the perils arising from the lake along the Karakoram Highway.


Jiabao said provision of disaster control and forecasting technology would help in better handling such situations in the future.

He said the major areas to be covered in his visit included the repairing of damaged infrastructure, roads and the rehabilitation of the flood victims.


Speaking on the occasion, Prime Minister Yousuf Raza Gilani thanked the Chinese government and people in helping Pakistan in the critical hour.

Gilani said 20 million people were homeless due to the floods and the government was giving $1,250 to each affected family whose house had been damaged in the floods.

The Prime Minister appealed to the world to contribute to the government’s national programme for cash compensation. He said that support in agriculture projects would be a source of relief for the flood victims.

Chairman NDMA Nadeem Ahmed briefed the Chinese premier on the loss of lives and infrastructure in the floods.

He said the floods affected over 20 million people and that 1,985 people were killed and over 3,000 injured. The total damages from the floods were worth $10 billion, including $5 billion losses in the agriculture and live stocks sectors, $1.5 billion in the housing sector and $1.3 billion in the communication sector, he added.

He said the rehabilitation phase had been started and it would take around five years to complete it.
