上层都烂透了, 更甭别提下边的官员... like former USSR in 1980s. 60s & 70s后 这些草根官员都大贪特贪被抓干净了，CPC就只剩下太子党。

Without third-party supervision, there's absolutely corruption inside CPC. 贪污上亿也不判死刑,贪污成本在中国太低了！

If Xi can't using this chance to change whole supervision system to CPC, it's just a Vicious Circle ! Or Xi is promoting his guys to replace those former CPC senior officiers under Anti-corruption Flag.

My suggestion, current CPC supervision system is absolutely not suitabe for today China development.

不是人民反腐机制而是法制， 那些认为人民代表*正确* 或*眼睛雪亮*都该清醒清醒，无论民众*群体*还是官员本质都有严重缺陷，只有完善的法制才能真正有效抑制腐败。

The USSR gave China a good lesson how the corruption ruin the party & superpower in recent history, just hope CPC can learn it.

我认为中国历代腐败问题严重在很大方面是因为所谓的"上梁不正下梁歪"的错误观念，总是一厢情愿的认为把老虎打掉苍蝇就不是问题。但这类问题还是由*草根*生成，当然也不排除装傻给自己未来占便宜留机会，毕竟老虎不是人人能当上但苍蝇标准就低多了（而且苍蝇也有机会变老虎）。

但是中国腐败问题远远不限于公务员以及官场腐败而是应该属于*传统社会问题*，哪怕不当官不谈主义歪门邪道也从来没有少过。

官场腐败只不过是问题的部分体现，根源还要深得多。

不是人民反腐机制而是法制， 那些认为人民代表*正确* 或*眼睛雪亮*都该清醒清醒，无论民众*群体*还是官员本质都有严重缺陷，只有完善的法制才能真正有效抑制腐败。

这也一直是我的观点，所有人必须被限制在法律范围内，不允许逾越，这样才能相对公平。现在无论是官员还是老百姓，眼里没有法，这也就是中国为什么要率先实现法治而不是所谓的民主，没有法制保障的民主就是对社会的放任。

Corruption is not the main reason for Soviet collapse. Too much militarization and non workable economy system are the main culprit.
