this technology is too expensive for us….. we can't afford to use a 40,000 dollar missile to shoot down few mortars

I think it's worthed to use it to protect only some critical asset such president's palace, general heatquater..something you need to defend at all cost to buy time such for President evacuation before the second wave of attack.
