People like OP have their views about China already made up and go out of their way to find junk media reports that support their biased views. In this case, China are happy to go along with the notion they pose no first strike threat because it allows them to keep expanding and modernising away from outside scrutiny. However, anyone with a brain knows China's nuclear abilities are among the most potent in the World now. USA and Russia surely outnumber China in warhead stockpiles but China is certainly the most pro-active in modernising their nuclear forces and adding potential game-changing platforms such as the hypersonic glide vehicles to its repertoire.

read the meaning of the word "stealth" in the dictionary...the US might have created maps of PLA's generals' homes, let alone military installations!!!

Orbit maneuvering happens to countries who have one or two Satellites over a large geographic area. When there is round the clock coverage and multiple backups, you can't really orbit maneuver anything.
