China will ‘exhaust all means’ to lure global talent, despite push for tech self-sufficiency, Xi Jinping says

The anglo world as you call it benefited from large areas they recently colonized. I dont think UK is that friendly to immigrants. They arent doing that great there on average. Its basically us that has been the most benefited in this respect.

Yes obviously a lot of it has to do with being the metropole for a global colonial empire, but it is what it is. Anglo societies have evolved in the last 50 years to become much more inclusive than they have been historically and this openness, combined with their wealth, allow them to become the largest magnets of global talent.

The UK is a tiny, crowded island and its economy is stagnant. It also has dreary weather. So obviously it can't compete as well against the US and Canada for example.

Agreed. Us defenitely perfected its recipe to attract global talent. But i think China too can do it. China has shown it can rejuvenate itself and re-invent itself as necessary.

It's going to require a major rewire of its society and I don't think it is anywhere near that yet. In fact, I think the only Asian society that is remotely successful in doing that is Singapore, and that is because it was a British colony, has English as its lingua franca and is already racially diverse. China is way too insular to be like Singapore. The best I think it can do within the next 20 years is to maybe set up certain zones in big cities like Shenzhen, Shanghai, Beijing etc. where large expat bubbles can be encouraged to thrive/exist and English is set up as an informal second language everywhere in order to at least create certain bubbles where foreigners would feel very comfortable, at least enough to settle down in those areas long term.

We're an immigrant country after all. Multiculturalism and immigration is part of Singapore's DNA, although it's easier if you're ethnic Chinese since we want to maintain the current racial balance.

And it's all kinds of talents we're looking out for, with the drive and the grit. Not just scientists, techies or bankers.

Will that still be China or will we be putting up extraterritorial colonial bubble where foreigners reign over Chinese yet again?

Even Qing dynasty had to be beaten down for decades to accept extraterritoriality, and now we do it for free? What is this but self enslavement?

The signals given over the past two years have been very, very, very discouraging.

Real openness and faith to the agreed contracts, or lack thereof, are manifested at the times of crisis.

China has failed on that front.

I think they were influenced by Malaysia and Indonesia who were globalists for nearly a millennium... This is what have influenced the Chinese descandants across that region in SEA because sometimes you become that culture you live amongst.

The reason Malaysia and Indonesia became globalists were due to Islam it promotes only globalism this is it's core identity since the eras of the Malacca Sultanate, Darussalam Sultanate and Aceh Sultanate. Humanity is viewed from one big glass both converts and non-converts are viewed as fellow human-being. Hence the racial undertone is cut to a minimum including it forbids racism. Globalism is very underrated tool and one of the single major reason the Islamic civilization was the dominant world hegemony power twice in a expanded time of over a millennium. It all came down to globalism if they were not globalists it would have died down immediately as an Arab uprising period and history books would have forgotten about them but they learned how to adapt and evolve like a symbiote which grants greater longivity that tool is called globalism. This was fundamental for the Islamic civilization and also being a globalist makes you world class and everything you do is world-class because you are interlinked with many culture in the same time interconnected you are preforming at an international arena.

The Americans are also globalists and currently the poster-boys for globalism.

The sole reason the US has also come to world hegemony since WW2 comes down to globalism because they are globalists at heart and this is their most important treat and strongest it is easier to undo an islationist ethnic group but not a globalist civilization like the western world is currently.

Singapore should and must maintain the Chinese majority. You can play multiculturalism and diversity to some extent. But once you lost the ethnic majority and root of mainstream culture, you will never come back unless you want to do Nazi stuff.

I haven't seen any countries without major ethnic/culture can last long in human history. People incline to fight for their own interest base on ethnic, culture, religions, language, that's human nature.

Chinese culture is a legacy of a very old civilization, self-perfection, sacrifice for greater good, self-discipline, hardworking, respecting education and teacher, taking care of family especially younger and elders. Those are virtue, should keep them.

While Indian culture are very chaotic, talk too much, over promising. Malay culture I am not very familiar with, but my Malay friends tell me, they are unlike Chinese.

So keep the majority of Chinese, and absorbed other race/culture gradually is safer.

I agree to some degree Being a globalist is much more advantageous compared to a non-globalist or in that matter an islationist but China is not islationist today rather they are globalists but on the lower scale in the business part they understand the globalists mentality but they try to limit it example by blocking off the internet access and having a different domain with different SNS and everything. China has formed itself as an alternative world and it has it's charms but China understands the concepts of globalism but it doesn't want it but only want the trade part of it. Is it negative? I would say yes and no.. But China is so huge that it may make it up for it with sheer size but it would have been better if they were spread out but nonetheless I think China will globalize more and more as time goes on.. China will see there is no harm in it but only benefit but it will happen in slow pace only for self-benefit.

They are also purist han nation and majority of the population are in support of being purist han nation which is also a good thing for them. I say let the Han's do Han. There is nothing wrong in that and if they seek to keep the country in purity then they should go for it.

China allowed Twitter, Facebook, Google come into China market, especially Google operated in China mainland for years. (Do you knew it?)

It's Google's decision to quit, not China government. If American companies want to make money in China market, they must obey China law.

China is unlike European countries, we are not colonies. America can spy on you, and take European personal info.

American SNS companies take Chinese data, store the data in America. CIA/FBI can issue search warrant and take Chinese personal info data as they needed(they did), while Google, Facebook, Twitter rejected China government request for Chinese personal info. That's very absurd.

It's very silly to think China ban America SNS. It's the opposite that the America SNS companies violated China law. America SNS violated India law as well, and many other countries' law, most countries are just not as independent as China, that's it

Some colonies laugh at China independence. The illness has a name, Stockholm Syndrome.

Btw, Apple obey China law, store data in China. Apple made hundreds of billions USD in China market.

Last but not least, China has some of the biggest ICT companies, while those who are open to Google, Facebook, Twitter, don't.

China is calling for more global talent to bolster technological innovation and national power, amid growing concern from foreign investors that Beijing’s “dual-circulation” strategy might turn it further inward and hamper international collaboration.

China will “exhaust all means” to recruit intelligent and innovative professionals from around the world, President Xi Jinping said in a speech to a key national talent work conference in September.

The transcript, published on Thursday on Qiushi, a state journal covering the Chinese Communist Party’s governing philosophy, laid out a specific timetable for China to become a world power in science and technology within two decades.

“The emphasis on independent cultivation of talent must not mean self-isolation,” Xi said.

“China needs participation of global talent, while its development also provides opportunities for global talent.”

Xi said China must implement more proactive policies to lure top professionals, which are in short supply, and form a “talent system with global appeal and competitive advantage”.

With generous funding and high-level jobs, China has long been seeking scientists from abroad, including from Japan.

In September, Dr Akira Fujishima, a chemist and the “father of photocatalysis”, joined the University of Shanghai for Science and Technology. The university and Shanghai government will make a multimillion yuan investment to set up a research institute for his team.

Dr Mikoshiba Katsuhiko joined ShanghaiTech University in 2019 to continue his research in molecular neurobiology.

Shuai Ke, previously a tenured professor of biological chemistry at UCLA, also joined Nanjing University in July as the tech rivalry between China and the United States deepened.

Xi’s speech was made amid growing concern that China’s “dual circulation” strategy, which focuses more on domestic consumption and aims to boost self-sufficiency in hi-tech manufacturing, may squeeze participation of foreign companies and expertise.

China’s harsh border restrictions prompted by the coronavirus pandemic have been sharply criticised by international business groups and have increased the risk of losing foreign experts, potentially deepening its talent problem.

Xi also stressed the importance of clearing institutional and bureaucratic barriers to build a system that cultivates and incentivises talent.

China will build an army of young tech professionals, who are at the moment hindered by limited leadership and promotion opportunities, as well as general living pressure, Xi said.

“Studies show that age 25 to 45 is the best time for scientists to invent and create, but a lot of talented young people are investing too much energy into academic title evaluations and project applications, while facing many practical difficulties such as housing and children’s admissions to schools. The focal point for cultivating strategic talent should be placed on technology,” Xi said.

Special policies and flexible measures should be provided to people with skills, and “failures should be permitted and forgiven”, he said.

Support to develop tech talent was also stressed during the central economic work conference last Friday, which included drafting a decade-long agenda to conduct fundamental research, reorganising major science labs across the country and continuing international cooperation on technology.

A host of foreign workers with European companies operating in China remain stranded outside the country due to travel restrictions, according to a report published earlier this year by the European Union Chamber of Commerce in China.

It's all is largely inconsequential.

China been a very easy country for foreigners to make money in already for 30 years. It's just the domestic economic engine is certainly running out of fuel, they are starting pulling all the strings remaining. No strategic change here.
Honestly, judging by ground developments, this is difficult to believe. I have doubts China is now able to retain existing ones. Those shut out of China have left once they have equal or better alternatives in other countries.
There is no shortage of Eastern European engineers, and scientists in China. Back in nineties, they were pretty much the sole kind of white people you can find in GZ/SZ region. Judging by Kazakhstan where I am now, $4k-$6k USD net per months is just unimaginable by standards of the country for a senior engineer, but rather common for a leader in South China. As far as I know, Kazakhstan, and Russia have very similar income levels except for rural regions.

Singapore moving towards an Indian culture at a crazy pace. This is the reason I always have little good to say about Singapore, but I always praise China and Vietnam, having stayed in all 3 land.

Her leaders are selfish and hell bend to exploit labor by wage arbitrage. There is deliberate policies to manipulate the population into micro-civil war of race and in office politics. Having engage with Huawei, Shenzhen and Viettel and Singapore GLCs, I would say SG inc will fail miserably once the government support ends. Singapore companies are like Indians MNC. (there are many honest engineers suffereing though).

They are horrible companies,

Even Viettel leaders are far more respectable

Sing will be Suriname soon. I gave up on the country. Racial politics having nothing to do with Singapore fading, rather it's lack of ambition, and willpower. The country has everything, runs a network of concessions in dozens of countries. Has one of biggest airforce in Asia. Yet they think small. The country gave up on itself. PAP needs to be ousted from power for a few years to give country a proper jolt.

What Chinese economy really needs is a powerful currency action, more young, able workforce, and more land for factories. Compradors in CPC ranks instead keep being fixating on building more banks, and 5 start hooker parlours.

It's absolutely nothing surprising now that factory owners now vote with their feet.

If you do not believe how horrible is Singapore companies and how Indian like, send a resume to Singtel and NCS, or try to bid for an IT project and attend the vendor meeting. You can work there or feel the recruiting managers. Or you can work with the the project engineers by using fake bid.

In Singtel/NCS, you will never get enough amusement from the foreign talent Indians/Pinoy, and also their Chinese managers.

You will get a feeling Singapore is run by crackpot.

Even with viettel I feel they are on the whole respectable leaders and people.

Huawei is extremely draconian but at least the good guys got promoted.
