China wants hotline between its premier and Indian PM

New Delhi: External Affairs Minister S. M.Krishna on Wednesday informed the Lok Sabha that China has proposed for the establishment of a hotline between the Chinese Premier and the Prime Minister of India to maintain regular contacts at the highest level.

In a written reply to Parliament Krishna stated that both India and China are in the process of discussing the technical and other modalities for the establishing the hot line.

India has a hot line contact with Russia at present.

The establishing of a hot line between India and China was decided after a meeting between Chinese President Hu Jintao and Manmohan Singh on the sidelines of the Shanghai Cooperation Organization (SCO) in Yekaterinburg in June as a confidence building measure.

Good idea.

I am interested in the "technical and other modalities for the establishing the hot line", which the story mentions.

Obviously, it isn't a simple as setting up a direct line (or is it?). So I wonder what are the protocols? There probably are some procedures and mutually understood practices. Russia and the US have had a hotline as well, for the longest time.

Obviously the Chinese premier won't just be able to pick up the phone to ask Manmohan Singh to walk him through repairing his Toshiba mini 2005 netbook, or complain about his Citi card. Nor can Manmohan pick up the phone and ask for "do plate noodle fry, jhakaas".

Not necessarily. Albeit encouraging, one really can not read too much into this. It is a general practice for heads of the states to maintain secure hot lines to talk to each other. But having a hotline alone does not really guarantee friendly relations or warm ties.

at least it is a positive way suggested by chinese first, indian government will eventually accept that due to reality political pressure and consideration caused by world major powers in arena

If it is just a normal practice then why india dont have hotline with anyother country except Russia..

as far as i understand it, it is in fact a direct line and the Chinese premier could in theory complain about his citi card or whatever but the line is a political tool no leader is gonna use it for that. basically the protocol is use it only for direct top level communication that cant wait for the normal channels ie: a crisis or misunderstanding that needs to be cleared up asap as in the case of us-soviet line they used it when say either side pick up info that a massive fleet is heading their way the leader could them pick up the phone say asked the other leader what it is that their doing and how they can work it out so it is not as threatening

U r right fren,, Untill we start talking , we will never be able to solve our problem...
It is good that foriegn ministries of india and china are continously talking and trying hard to solve there differences and misunderstandings....

actually originally yes it was for crisis solutions between us-russia and obviouusly between allies it was also for planing and sometime direct secure communication.

so, why dont you grow up and learn to at least google stuff, woulda been easy to find out what it was for
