Anyway,What China's doing now is no more and no less than trying to legalize its position in the disputed water, little by little.
If China really want to show that they are friendly. They can easily do that by withdrawing their claim over South China Sea but they dont.
They first played hard by showing its military power but that did not work, instead that made smaller countries team up and invited U.S. to be part of the team. Now, they play soft by throwing out money and use economic woos try to break alliance.
