Chinese researchers have developed a portable detection system for suspected cases of COVID-19.

The system, developed by a research team from the School of Precision Instrument and Opto-Telectronics Engineering of Tianjin University and enterprises, can detect suspected cases rapidly and realize big data monitoring and early warnings.

The system is similar to the size of a computer mouse. It is internally integrated with a precise detection core module and has a detection accuracy equivalent to that of large laboratory instruments. It can quickly test a person's finger blood and detect whether they are a suspected case.

As long as the two clinical manifestations of "fever and/or respiratory symptoms" and "normal or reduced white blood cell count or reduced lymphocyte count in the early stage of onset" are met, the people can be considered as suspected cases, according to the Diagnosis and Treatment of Pneumonia Infected by Novel Coronavirus (5th trial edition).

The results can be automatically uploaded to an epidemic monitoring and early warning cloud platform. The cloud platform can process the results and upload them to the cloud platforms of disease control and medical monitoring institutions of all levels of government to provide early warnings, situation analysis and decision support for the epidemic situation.

The portable detector unit of the system has obtained a medical device registration certificate of the National Medical Products Administration.

"This system can be applied to hospitals or communities, and can avoid cross-infection caused by centralized examination," said Du Kang, a researcher of the team and doctor of the School of Precision Instrument and Opto-Telectronics Engineering.

He said the early warning cloud platform meets the management needs of disease prevention and control and emergency management departments, such as data collection and statistics, dynamic supervision, guidance services and decision analysis.

Honestly, 1,300 is small number compare to seasonal flu deaths in U.S every year.
And much smaller compare to Swine Flu Death in U.S 2009 outbreak

Last month I predict, 10,000 to 15,000 death at this time (15 February). But their total effort and efficient policy to fight this virus should be given an appreciation.

If this kinda outbreak happen in Indonesia or India.

Chinese authorities are carefully balancing efforts to control the novel coronavirus epidemic and minimize its impact on the economy as millions of people head back to work Monday after an extended holiday.

In a circular released over the weekend, the State Council, or China's cabinet, urged efforts to protect workers from getting infected and meanwhile resume production as soon as possible.

Companies providing epidemic control supplies and services such as medical material and daily necessities are among the first groups to resume work and have already begun racing back to full capacity to fight the novel coronavirus outbreak.

The virus was first detected in central China's city of Wuhan in December. Easy to transmit from person to person, it has kept people indoors and led to a sharp increase in demand for protective equipment like masks and goggles.

About 73 percent of the country's mask production capacity had been recovered by Friday, according to Chen Da, an official with the National Development and Reform Commission, the country's top economic planner. For medical masks, the rate has gone up to 87 percent.

Courier companies are also resuming service Monday as they are essential to meet people's daily needs and guarantee the delivery of resources for epidemic control.

Logistics companies are expected to restore over 40 percent of their normal handling capacity by mid-February and continue to increase the capacity according to the development of the epidemic outbreak, according to the State Post Bureau.

For other sectors, production is recommencing in a steady but more gradual manner as both authorities and entrepreneurs are cautious over the novel coronavirus epidemic which has killed 908 and infected more than 40,000 on the Chinese mainland by Sunday.

In Shanghai, the latest official survey showed that more than 80 percent of the local manufacturing companies are willing to resume work, of which about 70 percent have already done so.

Meanwhile, 80 percent of Shanghai's software and information service enterprises have returned to work, and 70 percent of their employees have chosen to work from home using telecommuting and video teleconference services to avoid infection.

Wu Jinzhong, head of eyewear maker Roring Industries in China's southeastern Fujian Province, said only half of his 900 employees would resume work Monday.

"We advised workers outside the province not to rush back, while local employees need to be investigated whether they have traveled out of town in the past two weeks," he said.

Wu said he has also increased spending to prevent the disease, including providing larger workspaces and essential protection materials like face masks.

To support small and medium-sized enterprises (SMEs) in work resumption, the Ministry of Industry and Information Technology (MIIT) has pledged to help with the supply and transportation of raw materials as well as protective gear like masks and body temperature detectors.

Local governments are encouraged to reduce or waive taxes and administrative fees on certain SMEs, increase subsidies to corporate training programs and extend the payment deadline for their electricity and gas bills to back them in harsh times, said the MIIT.

Likewise, local governments are ordered to take measures to help foreign-funded companies resume production and operation in an orderly manner.

Particular support shall go to large foreign investment projects, according to the commerce ministry, which called for coordinated efforts to solve their difficulties and minimize the impacts of the epidemic.

Now with the country heading back to work, many are confident that the potential economic blow brought by the national production halt is expected to be only a short-term, one-off hit against China's solid economic foundation.

The epidemic might disturb economic activities in the first quarter of this year, but the economy is likely to steady shortly after the epidemic is contained, as the unleashing of pent-up demands will make up for previous weak economic performance, said Pan Gongsheng, vice governor of China's central bank.

More than 3,000 Chinese enterprises, including auto, diaper, and underwear makers have added medical supplies that are in urgent need such as masks, protective outfits and disinfectants to their business lines, a move to ease shortages in China amid the novel coronavirus pneumonia outbreak.

From the beginning of the year to Friday, more than 3,647 enterprises added medical equipment to their lines of business, according to a report by egsea.com, under the Securities Times.

Domestic new-energy vehicle maker BYD told the Global Times that it diverted part of its production lines to make masks and disinfectants, and would not stop until the epidemic is cleared.

Mass production will be achieved around February 17 with daily capacity reaching 5 million masks and 50,000 bottles of disinfectants by the end of the month, it said. It gave no explanation on where the medical products will go to.

Fuzhou-based diaper maker Daddybaby also joined the mask manufacturing team and aims to provide 2 to 2.5 million masks per day by the end of the month, the company's deputy manager Lin Yanting told the Global Times on Sunday.

"As a diaper maker, we have advantages in our raw material partners and we have similar production lines to masks, which makes the adjustment quick… The first batch of masks for civilian use will follow the local government's arrangements and be given to students and workers who will soon return to schools and factories," Lin said, adding the company has reserved masks for its workers.

He noted the company hopes to explore the mask market after the epidemic is over. "Even if masks become an overcapacity sector in the future, they can serve as a reserve," he said.

Domestic leading underwear makers, namely HOdo Group and Shanghai ThreeGun Group Co, adjusted their production lines to produce masks as well.

Apple's contract manufacturing partner Foxconn, which also started a trial production line to make 100,000 masks per day, told the Global Times the masks will be given to the company's nearly 1 million workers as a priority, and it aims to produce 2 million masks per day by the end of the month.

"At this moment, many enterprises are on edge to get their workers back to the factories as soon as possible while ensuring their health," Tian Yun, vice director of the Beijing Economic Operation Association, told the Global Times.

Tian noted there is no shortage of raw material to produce masks and other medical supplies for a leading medical power such as China; instead, the lack of equipment and workers are the difficulties at present.

This happened to China's oil giant Sinopec, which published an article going viral online on Thursday titled "I have melt-blown fabric and who has mask machines." The fabric is the filter layer in masks, and its raw material is polypropylene (PP).

Within one day, Sinopec found 11 mask production lines nationwide and expected part of them to produce more than 130,000 masks on Monday.

Since February, the oil provider has put 15,000 tons of raw materials related to healthcare products onto the market, and will put out another 80,000 tons in February.

China's largest offshore oil and gas producer China National Offshore Oil Corp told the Global Times the raw materials of PP will never run out or rise in price.

"Shifting to produce masks may result in losses for those companies' production efficiency and resource allocation, but that is the responsibility that state-owned enterprises should share," Tian noted.

He suggested that China should re-work its system to confront the public health crisis, set up models to estimate shortages and choose companies as reserve producers in advance.

China's daily capacity of masks is 20 million, which is the world's largest, according to an official at Ministry of Industry and Information Technology on Tuesday.

However, the total population of dense cities of Beijing, Shanghai, Shenzhen, Guangzhou, Tianjin, Chengdu, Chongqing and Wuhan surpasses 150 million, which requires about 150 million masks per day if everyone goes outside.

Due to the surging demand in a short period and the lack of workers in the Spring Festival holiday, China's mask capacity has not returned to half of its normal status, the China Consumers Association and Textile Commodities Association said on Thursday.

In order to reassure enterprises' concerns on mask overcapacity, authorities have introduced policies to collect excess production, the associations said.

The "making-mask" team may grow bigger and cover every industry, from autos to smartphone makers.

Chinese smartphone brand Oppo told the Global Times on Sunday it has sent some technicians and workers to assist mask production at other companies and prepared for manufacturing masks itself.
