China is amongst the top three economies in globally, but when we look at per capita, China is amongst the poorest nations in the world. On per capita income basis, Chinese people are even poorer, almost there is so many unemployment over the last several years. China's oil consumption is higher than Japan, but less than half that of the US, on a per capita basis, the picture changes dramatically, with a Chinese citizen consuming only 10 percent of its US counterpart.
Which is why modernising china is a balancing act. On one hand the necessary infrastructures need to be in place for modern development and on the other hand you don't want to have services at an level that it exceeds people's income average where it becomes an burden instead. The recent high speed rail is an example where alot of potential customers did not choose its service because it is expensive.
In this case the government have no choice because modernisation of rail network is a big project and they can't afford to delay it, the best hope is in improving people's living standard further more by the time the system is in place by 2012.
The east-west rich gap also needs to be reduced if China wants to be self sustaining and have a large enough domestic market to absorb down times.
Green energy development has been on top government agenda, 1.3 billion people living by western standards consuming non renewable energy is not sustainable.
