Our warships have been patrolling the area since the Yuan dynasty, and we mapped the area as far as Han dynasty. Simply because China did not have the naval capability to patrol our islands before, does not mean we relent on our claims.

We are talking about sovereignty. As for sovereignty, its not discovery and naming. It's history, use/occupation and control/jurisdiction. China claims to have discovered it and has a history over it, used it for a multitude of uses but he never had control and jurisdiction over it. China never controlled the area. China never managed the area, never had the Chinese government in the area. So ergo, CHINA DO NOT HAVE SOVEREIGNTY OVER THE AREA. The Chinese government merely claims jurisdiction in these areas but they do not have effective jurisdiction as required for sovereignty. China has to prove indisputable sovereignty before he can rightfully claim the islands. Without this, this action is as pointless as just drawing a map with China's name on it.
Philippines control of the area which is effected by frequent patrols as allowed by our small fleet of boats and policing of these waters for decades without protest from any other country claimants, including arrests of both chinese and vietnamese fishermen illegally fishing in Philippine jurisdiction or using illegal fishing methods in our waters. In 1957, the Philippine government conducted an oceanographic survey of the area and together with the US Navy force based in then U.S. Naval Base Subic Bay in Zambales, used the area as an impact range for defense purposes. An 8.3 meter high flag pole flying a Philippine flag was raised in 1965. A small lighthouse was also built and operated the same year. In 1992, the Philippine Navy rehabilitated the lighthouse and reported it to the International Maritime Organization for publication in the List of Lights.
The Philippines has history, use and control of the area. Now that's sovereignty.

VIETNAM BACKS THE PHILIPPINES
1) Support for the “sovereign rights” of the Philippines in the Scarborough Shoal.
2) Opposition to China’s use of the “nine-dashed line” to make
overlapping claims with the Exclusive Economic Zones and continental
shelves of the Philippines, Vietnam and other ASEAN countries, as well
as opposition to “China’s actions and threats of force,” the latter
presumably referring to articles in China’s state controlled press.
3) Support for the Philippines’ proposal to submit the dispute at
Scarborough Shoal to the International Tribunal for the Law of the Sea
(ITLOS).
JAPAN
President Benigno Aquino III on Tuesday night secured Japanese Prime
Minister Yoshihiko Noda’s support for a peaceful resolution of the
six-nation dispute over the potentially oil-rich Spratly islands.
Following the meeting, the President and Noda “confirmed that freedom of
navigation, unimpeded commerce, and compliance with established
international law including the UNCLOS and the peaceful settlement of
disputes serve the interests of the two countries and the whole region.”
UNCLOS refers to the UN Convention on the Law of the Sea.
AUSTRALIA
Australia said those involved in the territorial dispute — Brunei,
China, Malaysia, Philippines, and Taiwan — should adhere to the United
Nations Convention on the Law of the Sea (UNCLOS), which codifies the
international law of the sea.
Australia’s expression of support came less than a week after Washington expressed its support to Manila over the same issue.
