What you deduce can't change the fact that he means ROC a independent country which I think is negotiable cause it at least was even before PRC. Taiwan is not a country , it's a name of a province. there is no such a place called Republic of Taiwan.

You see the problem is. You are making your own interpretation to suit yourself. An average person can read and understand " it was a reality that the Republic of China (Taiwan), the island’s formal name, was a sovereign country and that no matter what China (PRC) said it could not change this fact."

Taiwanese are fully capable of defending their territory. All they need is solidarity and diplomatic support when the time comes!
