PLA agreeing to a mutual disengagement at Pangong Lake area has nothing to do with who was the aggressor in Galwan Valley. If PLA promised not to patrol F4-F8, IA must have promised to PLA not to patrol F3-F8.

There is no reason that PLA would have to comprimise any more than IA when it just punished IA in Galwan valley 8 months ago, and has an uphand in other conflict points, eg. Depsang area.

Come back to your original question, who was the agreessor in Galwan Valley. It's IA who was the aggressor and even Modi backed up China by saying "No one entered into Indian territory". So obviously, the fight happened in China's territory.

To achieve peace, both side need to make some sacrifices! Chinese willing to make sacrifices if not more to reach peace! What ever China did is work toward peace! Even that 9 months delay to announce death of soldiers!
