China reaffirms Kashmir’s disputed status-visas on paper not passport

THE Chinese embassy in New Delhi has recently issued stamped visas to some Kashmiris on a separate sheet of paper and not on their passports prompting India to lodge a protest, reported Press Trust of India (PTI) on Thursday.

The visas were stamped on separate papers and not on passports, a practice started recently in the case of those hailing from Arunachal Pradesh, which Beijing said is a disputed territory.

The action with regard to Kashmiri travellers is seen as an attempt by China to question status of Jammu and Kashmir as part of India. “It is our considered view and position that there should be no discrimination against visa applicants of Indian nationality on the grounds of domicile for ethnicity.

“We have conveyed our well-justified concern to the Chinese government in this regard,” Indian External Affairs Ministry spokesman Vishnu Prakash said. “The visas are valid,” was all a spokesperson of the Chinese embassy would say when asked about the practice of issuing standalone visas to Kashmiris.

External Affairs Minister SM Krishna is likely to raise the issue with his Chinese counterpart during his visit to India Oct 26-27, top sources told IANS news agency. Yang will be here to participate in the trilateral meeting of the foreign ministers of India, China and Russia in Bangalore.

Recently, China tried to block a development loan for India in the Asian Development Bank (ADB) on grounds that a part of the loan was meant for irrigation projects in Arunachal Pradesh.

India objects to China’s separate visa for Kashmiris

(TibetanReview.net, Oct03, 2009) — India is taking a serious view of china issuing visas to Kashmiris on a separate piece of paper and stapling it instead of stamping it on the passport. China had started this practice recently in the case of those hailing from Arunachal Pradesh, which Beijing claims is part of its Tibetan territory. India sees this as an as an attempt by China to question the status of Jammu and Kashmir as part of India.

The move is not just considered a diplomatic snub to India but has also frustrated the Kashmiris who are caught in the middle as India has, in retaliation, refused to entertain the stapled visas, said a GreaterKashmir.com press release Oct 1. It said holders of such visas were rejected even after the travellers returned with letters from the Chinese Embassy stating that the visas were genuine.

The Chinese embassy reportedly maintains that the practice had been on for several years and India was raising objection only now. As regards the reason for this manner of issuing visa to Kashmiri applicants, an affected student named Bilal Ahmad Beigh has quoted the chief visa officer at the Chinese Embassy in New Delhi as saying, “We can’t reveal the reasons behind the two types of visas as it’s against our national interest.”

India’s ministry of external affairs (MEA) had taken up the matter with the Chinese embassy and asked Beijing to stop discriminating against Indian nationals on the basis of their “ethnicity” and “domicile”, reported the Economic Times Oct 2.

The report also said India had asked Beijing to either stop the practice of issuing Chinese visas to J&K and Arunachal Pradesh residents on a separate piece of paper — as against the stamped visas issued to all other Indian citizens — right away, or face a similar discriminatory regime in processing of Chinese applications for an Indian visa.

“How would they feel if India only offers a stamped visa to Tibetans while issuing visas on a separate paper for the applications residing in other parts of China,” the report quoted an unnamed senior Ministry of Home Affairs (MHA, which handles immigration matters) official as saying.

India was also reported to have threatened to subject to tougher scrutiny employment visa applicants from China. The report noted that India was far more liberal in admitting Chinese workers than Beijing has ever been in allowing Indians to work in China. As against 25,000 Chinese working on several projects in India on business visas, no more than 2,000 Indians have been granted employment visa to work on Chinese soil, the report noted.

India’s objection is also said to be based on security ground. Daily Times online (Pakistan) Oct 2 cited Indian Home Ministry officials as saying the unattached visas would not leave any trail and would not fully reflect the travel record of the passport holder.

Wishful thinking compare to reality;

New Delhi: Chief of Naval Staff Admiral Sureesh Mehta has set off a storm by saying India cannot match China military force. Is it a warning from India's military that the government needs to hear?


"In military terms, both conventional and non-conventional, we neither have the capability nor the intention to match China force for force," said Admiral Sureesh Mehta.


For a nuclear-armed military representing the interests of a billion-plus people, the lack of confidence is quite striking. India's military leadership has made a stunning confession that New Delhi doesn't have the stomach for a fight, if push came to shove on the disputed Sino-Indian boundary.


"Whether in terms of GDP, defence spend or any other parameter, the gap between the two is too wide to bridge and is getting wider by the day," he said.


Is Mehta expressing frustration at the slow pace of India's military modernisation? While India spends about $30 billion annually on defence, China spends at least thrice as much, although some estimates go up to $ 200 billion.


Its military is twice as large as India and its nuclear arsenal far well proven.

dont we have a diffrent visa option for tibbet ??????

right close to american embassy - wherey ou have that car parking mostly when i go there - i see that tibbet visa - board.

and lot of tibbatan roamign around there.

--- i think we make it even diffrent . we should allow diffrent visa to all - minority and tibbetan.

In fact the Chinese have Para troupers (20000 or so) near Indian border just across AP, meant to be pushed into India in a preemptive manner.
IMO we should train the 2 million Hindi speaking, Buddhist population of AP in the use of AK-47 so when these paratroopers come in they get a taste of the welcome extended by Natives of AP.
Something same can and should be done in HP and J&K and Uttrakhand and Sikkim. That should help the Chinese a lot.

yeh i agree somethign have to be done but in a bit civilized manner. we dont want to end up getting our self in bigger trouble. than i can impose to chinese.

best way will be make our army - stronger - make it lucrative to young people. like good ol days. provide them better equipment - develope faster. :cheers:

It is best if India (for its sake) settles all land disputes in a FAIR manner ASAP. As it stands now, a land swap would be most beneficial to all parties involved, especially India. Even if that means that India must return *some* of the land, at least they get to keep *some* land that was never theirs to begin with.

Any ploy to delay (in the hopes that Bharat will increase its leverage in the future) is pointless and hopeless. At this moment India is in its best possible position, the future will not be so bright for Bharat....

Taleban is hate culture. Buddhists in AP and JK ..... well they dont want to go with the killers of Tibeteans, it is for survival....some diff. I have known HP and Uttarakhandi populations closely. And can vouch safe the people in these areas are absolutely nothing like Taleban.

In fact this has already been tried in Uttarakhand border areas and the locals there still remember the days after 62 and acknowledge the worth of it. Come from there Bro. Should know something. You can have faith in what I am claiming.

advaita - u know bro - the mind manuplates amazingly when u have a gun in your hand. giving gun is not the solution.

that will just put question on our internal security that we are not capable of securing our self.

Accept that. That is why I restricted myself in my initial post to just training and not actual arming with weapons. Arming can obviously wait.
Also my initial post was with reference to paratroopers only (which since I am an Uttarakhandi, IMO is more important to be taken seriously. Just dont want Chinese to come knocking at my door while I am not ready)


The Israelis train every able bodied. what does that signal. I am an Uttrakhandi and I know about able bodied over there. Rank patriots. Will look at it as opportunity to serve the country. And in my life my views will always be more important then those of others/outsiders.


I too think we are not yet at that stage. Its the Chinese forum members who think otherwise. I was just showing the chinks.

Also Bro, I have read you. Am afraid my views invariably differ from yours. And I am pretty persistent. So lets call it quits. Both of us are entitled to our respective views. Pls dont mind it, not meant as something......
