‘China factor’ looms large in pre-poll political calculus

The world leaders now have an alternative doorbell to ring other than the White House. That new destination is Beijing where our Finance Minister has anchored himself first to attend the World Economic Forum (WEF) meeting, followed by the visit of the Leader of the Opposition who has had a successful meeting with the Chinese Foreign Minister, Yang Jiechi, on Tuesday.
While nothing substantive seemed to have been achieved with respect to the Finance Minister AMA Muhith’s hoped for mission on the sideline to obtain Chinese commitment for alternative funding for the Padma bridge construction, a political tornado has, however, begun to pulverize our national politics, involving China.
This pre-election tussle over the ‘China factor’ signals the reality of a diminished cosiness of the Ruling AL with Washington amidst the festering Padma bridge scam and the deliberate hurling of insults against the Nobel laureate micro credit maestro, Dr. Yunus.
That’s how the China factor has gained more prominence. On Tuesday, BNP’s Joint Secretary General Ruhul Kabir Rizvi accused Awami League’s Joint General Secretary Mahbub-ul-Alam Hanif of making untrue statements about Khaleda’s China visit and insisted that the visit aimed at enhancing bilateral relations.
Rizvi’s response followed a number of provocative and damning assertions by Hanif the day before when Hanif said the BNP chairperson went to China to destroy its (China’s) relations with Bangladesh. “Khaleda Zia has been in China to complain to it against the government with stories cooked up by the corrupt to destroy Bangladesh’s relations with the predominantly Buddhist countries,” Hanif said. He added, “China and Japan are Bangladesh’s main development partners. In order to block the country’s development, she (Khaleda) is now visiting China.”
That is sheer rubbish and the oblique reference to China as a ‘Buddhist country’ aimed at deflecting a growing concern that the ruling AL might have had a hand in fomenting communal backlash against the country’s Buddhist minority, as was claimed by an investigation concluded by the main opposition party BNP after recent attacks on Buddhist houses in Ramu and its adjoining areas.
When Hanif speaks, he speaks not as an individual, but as a spokesperson for the ruling party. From such reprehensible comments, one may be tempted to surmise that for Hanif, democracy means a one-party rule and the Leader of the Opposition has no role to play within and outside the country.
In the past too, this maverick, suddenly-filliped ruling party leader has shown serious predilections for stirring controversy out of nothing by putting what seems like his honey-smeared feet in his mouth time and again. He loves antagonism more than many others.
It’s time Mr. Hanif to grow up as a matured politician and here are few tips for him to digest. The Holiday has learnt from reliable sources that the Leader of the Opposition has sought Chinese cooperation in holding a fair election in Bangladesh under a caretaker regime and discussed the possibility of constructing a second Padma bridge, even if the first one is made possible in the end with finance from the World Bank and other donors. Sources further confirmed that Jiechi assured Khaleda of Chinese cooperation at all levels of development; from the deep sea port construction to improving the capability of Bangladesh armed forces.
While little else is known as to what the visit of the Opposition Leader to Beijing will have achieved, the importance of it is testified by the invitation itself having come from the ruling Communist Party of China (CPC), and, that alone should have deterred Mr. Hanif from making such inflammatory and anti-national interest comments.
Moreover, in so far as the foreign policy is concerned, the ruling AL has indecisively swung like a pendulum between the regional and global power blocks since coming to power. Now, isolated and abandoned by all, it seeks remedies in recrimination and blame-gaming.
But the dynamics of foreign policy does not depend on what man like Mr. Hanif says or believes in. Notwithstanding his imperial hubris, a simultaneous development indicates that the visit of the Opposition Leader to Beijing has accrued major geopolitical dividends too.
A senior leader of the CPC, Li Changchun, will visit Bangladesh, Pakistan and Maldives this week along with a high level delegation to fashion a regional game plan for multilateral development. That further testifies that foreign policy is a national issue, not a partisan agenda.
Li, an influential member of the Standing Committee of the Political Bureau of the CPC Central Committee, will make the trips at the invitations of the Pakistani government, the government of the Maldives, and the Bangladesh Awami League (BAL),” said Huang Huaguang, a spokesperson for CPC’s International Department. He’s expected to be in Islamabad on Wednesday and Thursday, before heading for Male and Dhaka.
That being the reality, the ruling party should thank the Leader of the Opposition for helping keep adrift a foreign policy vessel that is on the verge of sinking under the AL’s stewardship.

I see many Bangladeshi confused here. On one side Bangladeshis expecting India will use Sonadia's potential in the future but talk totally opposite on other moment .
Chinese already have Kyaukphyu in Myanmar with rail line, oil-gas pipeline. So, what benefit would Sonadia serve for China.

Don't come up with stupid and made up stories, india has nothing to do with Sonadia or deep sea port so far. And india has nothing to do with Bangladesh China relation. I have read number of articles and comments of PDFers saying Sonadia has great potential of becoming principal port used by regional economies like India.

As far as I know China is proposing and funding this project, not sure how India is involved and how they can use it. Indian land route to NE via Sittwe does not need a deep sea port to connect to Indian ports, these are small vessels. But if NE overseas exports or imports directly want to use Sonadia deep sea port, so they can be transported via feeder vessels to Sittwe, I do not see why Bangladesh or China should have any objection to it. Both China and Bangladesh should try to help North East states population, as long as it does not infringe our sovereignty like transit/corridor etc.
But China will have a big say, because they are the ones putting the money on the table. You can ask Chinese why they are so interested even if they are funding ports in Burma. My guess would be that it has to do with developing a low cost manufacturing base around Chittagong. But they may have other intentions as well, which is not known or expressed at this time.
As for allowing NE states to use Chittagong port and also Sonadia port, when its ready, this involves a land transit through Bangladesh. India is already investing millions of dollars developing Sittwe port, so India obviously has no plans to use land routes via Chittagong, as it already has an alternate plan in Burma and is currently investing on that plan and infrastructure.

In India Nobody know about or interested in Sonadia port but I came across some news in Bangladeshi media being used by India in future and Sonadia will emerge as great strategic port.

Billing BNP chief Khaleda Zia’s China trip successful and significant, her party leaders Saturday said issues discussed during her visit would be implemented by the time of next tour.
During the tour, China pledged to help Bangladesh in constructing a second Padma Bridge, likely at Daulatdia-Paturia point, said BNP standing committee member Khandkar Mosharraf Hossain.
Mosharraf briefed journalists on the BNP Chairperson’s tour of China as she returned home on Saturday, wrapping up her weeklong visit.
“Issues of caretaker government, next election and sectarian violence in Ramu were not discussed with China during the chairperson’s visit,” he told a press conference at the BNP Chairperson’s Gulshan office.
Mosharraf informed that Leader of the Opposition in Parliament Khaleda Zia would go to India on October 28 on a weeklong visit.
He said the BNP delegation held meetings with the key leaders of the Communist Party of China and high officials of the Chinese government.
In reply to a query, the BNP leader said, “Khaleda Zia never talks with foreigners on internal issues of Bangladesh. BNP doesn’t believe in inviting foreigners to interfere in internal issues of the country. China also doesn’t believe in interfering in other country’s internal issues.”
About the ruling party leaders’ allegation that Khaleda Zia went to China to file complaint about the sectarian violence in Ramu, the former minister said, “She went there not to lodge any complaint to anyone.”
BNP and Khaleda Zia don’t have the mentality to make complaint against someone to anyone, he added. “This is government’s propaganda. Khaleda Zia went to China at the invitation of the Chinese government.”
Explaining the importance and significance of BNP Chairperson Khaleda Zia’s China tour, Mosharraf said the 18th Congress of the Communist Party of China would be held on November 8 and China observed its 63rd anniversary in the current month.
“In this month, Bangladesh-China diplomatic relations has stepped into 37 years. That’s why we think that this tour was very important for us.”
Replying to a question on which of the superpowers — the USA and China — the BNP would pick to construct deep seaport in Bangladesh if voted to power, he said, “Those who will protect the country’s interests will get the job.”
The BNP leader told journalists that China had received BNP Chairperson Khaleda Zia with state honour.

Terming the party chief's China visit very fruitful, BNP leader Khandaker Mosharraf Hossain Saturday said the world's No 2 economy has responded positively to assist Bangladesh in constructing the second Padma Bridge and an EPZ earmarked for China as proposed by Khaleda Zia, reports UNB.
"Responding to a proposal by the opposition leader, the China has agreed in principle to assist Bangladesh in building the second Padma Bridge," Mosharraf, who accompanied Khaleda, told a press briefing on her China tour.
The briefing was arranged at the party chairperson's Gulshan office at 3pm, hours after Khaleda Zia's return from China.
Khaleda returned home at noon ending her weeklong visit to China at the invitation of the Communist Party of China (CPC).
Mosharraf, a BNP standing committee member, said China also positively responded to the proposals of his party chief for setting up an Export Processing Zone for China here, relocating its other industries to Bangladesh and increasing Chinese investment here.
He said the Chinese government gave the nine-member BNP delegation, led-by Khaleda, a warm state honour.
Mosharraf said the BNP chief had meetings with key leaders of the CPC and high government officials, including Chinese Vice President Xi Jingpin, Foreign Minister Yang Jiechi and Vice Minister of the International Department of the Chinese Communist Party (CPC) Chen Fengxiang.
The Chinese leaders assured Khaleda of the country's continued support to Bangladesh in its economic and infrastructural development, the BNP leader said.
He mentioned that the Chinese Vice President told the BNP chairperson that his country is ready to work together with Bangladesh towards establishing road and rail links between Chittagong and Kunming, and constructing a deep seaport at Sonadia in the Bay of Bengal.
The Chinese leaders and mentioned that the areas of cooperation could be infrastructure development like building bridges, roads and railways, and the energy sector, agriculture, river dredging and flood control.
They also assured the continuation of China's assistance in modernising the Bangladesh Armed Forces with expectations that friendly relations between the people of the two countries and the ties between the CPC and BNP would further strengthen through Khaleda's visit, Mosharraf added.
