Only if you believe the decline is permanent, whereas I believe there is a point of equilibrium where the cost and pressure of raising a child would easy to a point that will become more conducive to having more children. Remember everyone was talking about depopulation of Russia where its fertility rate dropped to 1.2? It's now back to 1.8 as its economy recover from the so call shock therapy. And China's fertility rate is still 1.7 while every "expert" is screaming like it's the end of the world.
