Djibouti's president Ismail Omar Guelleh has said his country is currently in negotiations with China to allow the People's Liberation Army Navy (PLAN) to establish a naval base in the strategically positioned African country. "Discussions are ongoing," he told AFP on 9 May

He hinted that a permanent PLAN presence in Djibouti could be similar to that of the Japanese Maritime Self-Defence Force (JMSDF). "The Japanese want to protect themselves from piracy and now the Chinese also want to protect their interests, and they are welcome," he said.

The JMSDF has a base at the northwest end of the runway that serves the international airport as well as the Djiboutian, French, and US militaries.

这个位置很重要,是中国进出口商品的重要远洋通道,维护航道安全和中国相关产业的利益是非常重要的,在这里建一个军事基地的性质主要是补给性质的,这样就可以长时间维持中国海军在该地区的存在。而且我觉得很多国家的国民视力都有问题,在吉布提这个国家,美国、法国甚至二战的战犯国日本都在这里建立了军事基地,现在中国为了维护本国远洋权益和该地区的海域安全要建军事基地怎么就成了有威胁了呢?
