But you equate google's facial technology to being the same? This is some absurdity from the so-called PISA's most bestest and greatest minds.

The idea of anyone would use is not in question or doubt. The fact it is ridiculous to do so, I would agree and I would add it's shocking to do it.

Since we don't know what the capability of such system and what the Chinese Government are intended to do with it, they could as well used to track/target Muslim, minority or any expat group..
We don't know what the capability of the NSA, CIA and FBI are and what the U.S. government intend to do with it, they could as well be used to track/target Muslim, minority or any expat group.

Better stop all these racist U.S. intelligence networks and while we are at it get rid of racist ID cards with photos too and and racist family registers.

You all know the only real "problem" here is that it's technology owned by an adversary to the U.S. and all these could's and we dont really know's are just drawn up excuses to justify and defend slanderous propaganda lies about China.

The Chinese government is using facial-recognition software to “track and control” a predominantly Muslim minority group, according to a disturbing new report from The New York Times. The Chinese government has reportedly integrated artificial intelligence into its security cameras to identify the Uighurs and appears to be using the information to monitor the persecuted group. The report, based on the accounts of whistleblowers familiar with the systems and a review of databases used by the government and law enforcement, suggests the authoritarian country has opened up a new frontier in the use of A.I. for racist social control—and raises the discomfiting possibility that other governments could adopt similar practices.

Two people familiar with the matter told the Times that police in the Chinese city of Sanmenxia screened whether residents were Uighurs 500,000 times in a single month. Documents provided to the paper reportedly show demand for the technology is ballooning: more than 20 departments in 16 provinces sought access to the camera system, in one case writing that it “should support facial recognition to identify Uighur/non-Uighur attributes.” This, experts say, is more than enough to raise red flags. “I don’t think it’s overblown to treat this as an existential threat to democracy,” Jonathan Frankle, an A.I. researcher at the Massachusetts Institute of Technology, told the Times. “Once a country adopts a model in this heavy authoritarian mode, it’s using data to enforce thought and rules in a much more deep-seated fashion than might have been achievable 70 years ago in the Soviet Union. To that extent, this is an urgent crisis we are slowly sleepwalking our way into.”

Racial profiling has long been a concern in the use of artificial intelligence. But in the United States and other Western countries, much of that scrutiny has centered on biases built into A.I. systems. Computer scientist Aylin Caliskan put the matter succinctly in a 2017 interview with Vox: “Many people think machines are not biased. But machines are trained on human data. And humans are biased.” Already, studies have shown this to be the case. A 2016 investigation by ProPublica found that machine-learning software rated black people at higher risk of committing another crime after an initial arrest. (The software’s conclusions were based on current incarceration rates.) American lawmakers have highlighted these concerns as the A.I. race heats up. “Algorithms are still made by human beings, and those algorithms are still pegged to basic human assumptions,” Rep. Alexandria Ocasio-Cortez said at an event in January. “They’re just automated assumptions. And if you don’t fix the bias, then you are just automating the bias.”



In China, however, the government appears to be exploiting that bias, purposely using the technology to keep tabs on a subset of its population. China has faced increasing criticism from human-rights groups for its treatment of the country’s 11 million Uighurs, about a million of whom are believed to be detained in Chinese indoctrination camps, which the government characterized to the Times as “vocational training centers that curb extremism.” But the secret use of artificial intelligence as part of its crackdown on the Muslim minority is likely to exacerbate fears about the government’s increasingly aggressive approach to the group, and about the abilities of governments worldwide to use technology for nefarious purposes. China appears to be the first country to use the systems explicitly for racial profiling, but experts are concerned that others will follow. “Take the most risky application of this technology, and chances are good someone is going to try it,” Clare Garvie, an associate at the Center on Privacy and Technology at Georgetown Law, told the Times. “If you make a technology that can classify people by an ethnicity, someone will use it to repress that ethnicity.”

Well, if you open a thread about US, I may talk about it with you.

At this point, the topic is not about CIA, NSA or any alphanumeric agency, but about China, what CIA do or do not do have no correlation to what China do, unless you are claiming US order China to do this or that, otherwise they are a mutually exclusive event.

So no denial about the article, only an attempt to distract about its other capabilities.

When we say that AI is built into track Uighur Muslim/non-Uighur attributes, it does not mean other aspects of the AI don't exist. It is not a one and done defining statement. Let me try and further my explanation with this analogy. When someone says the cops have created a dragnet to catch a thief, it does not mean all the police do is only find robbers and let murders, pimps, rapists, rioters, etc. go ignored.

So, congrats on using it for catching a murderer, but that does not absolve you from developing AI to watch Uighur Muslim attributes too.

Chinese students better at spotting fake news – Pisa

Students in East Asia are better at distinguishing a fact from an opinion than UK students, the latest Programme for International Student Assessment results show

Students in East Asia, including parts of China, can differentiate between facts and opinions better than students in the UK, according to the latest findings from the Programme for International Student Assessment (Pisa).

The reading test in Pisa includes an assessment of the ability to tell whether a source is credible, to recognise bias and identify authors’ intentions.

The ability to differentiate between fact and opinion is considered to be at level 5 or above on Pisa’s six levels of reading proficiency.

On average across all countries, 7.4 per cent of 15 year olds achieve a level five, and 1.3 per cent get up to level six – the UK is slightly above that, with 9.5 per cent at level 5 and 3 per cent at level 6.

But in the four provinces of China Beijing, Shanghai, Jiangsu and Zhejiang (B-S-J-Z), which topped every single ranking in Pisa, 22 per cent of students read at level five or above, and 4.2 per cent are at level six.

For Singapore, the percentage of top performers is triple that of OECD average – 26 per cent of students achieved a level five or above, with 7.3 per cent reaching level six.

Referring to high-performing countries in Asia and East Asia, Pisa coordinator Andreas Schleicher said: “The capacity of students in those regions to deal with ambiguous, complex information, to think creatively about solutions, to navigate fake news is actually a lot better than in the case of the UK.

“Those countries are now developing very sophisticated skill sets among their young people, that involve complex problem solving skills, creative skills, critical thinking skills".

However, on average, only around 8.7 per cent of students across the OECD countries were at level 5 or above, meaning that less than one student in every 10 was skilled at distinguishing fact from opinion.

Joint general secretary of the NEU teaching union Kevin Courtney singled out the finding as a reason for concern and added that reading should be fostered as a habit for life.

He said: “The finding that globally fewer than 1 in 10 students was able to distinguish between fact and opinion is extremely worrying in an era of fake news.

“As the OECD points out, reading is no longer mainly about extracting information; it is about constructing knowledge, thinking critically and making well-founded judgements.

"We need to ensure that our education system focuses on developing these skills in our young people, not simply on cramming them with facts."

For the first time in 2018, the reading test was carried out in most countries with a computer-based, adaptive test.

The new assessment was developed in response to criticisms that the tests are “one-size fits all”.

Not specifically designed ONLY to track the quote "Uighur/non-Uighur attributes"; but also designed to have the AI look for it. What is telling is your Chinese friends don't dispute it here, they just say the AI is also used to catch murders. My sincere advice to you is to quit being a selective gatekeeper for the cause.

It is just as if in NYPD AI face recognition system there is an attribute that would say "caucasian male" or "asian male" or "hispanic male". Does having that attribute would means NYPD is tracking and controlling an entire ethnicity? But when it is China, western media would not hesitate for a slightest moment to directly go to outright accusation even at the absent of any evidence.
