Also, Russia has very few supercomputers in the world's top 500 in comparison to the U.S. and China. That is the quantitative problem.

Not really. China relies on manufacturing and construction to prop up growth, which are extremely energy intensive. The US and Europe can destroy the entire Chinese economy by declaring oil sanctions, like they did with Japan.

Russia on the other hand, can't be sanctioned by oil. If they wanted, the Russians can easily team up with OPEC, which has been begging for its admission and destroy any country they want, including China, easily.

US has only two choices, either to bring down the oil price or bring it up.

To bring down the oil price: It gonna crush the Russian economy, while it gonna boast the Chinese one. So they won't do anything that let China to get the bonanza.

To bring up the oil price: This is a double edged sword, it gonna hurt China, but it also gonna hurt US as their current economic trend isn't good. So it is unlikely they will launch this suicide method of attack to create this lose-lose situation.

while DF-21 is quasiballistic missile, mean the trajectory is not pure ballistic, therefore would require a precise and high-performance terminal guidance system, with in-flight updates or advanced sensors in order to hit its moving target. Russia never demonstrate technological achievement in Supercomputer area, how could you claim Russia could build 10 times faster than china's Tianhe while USA themself is still struggling for such accomplishment?
