ISLAMABAD: Taking notice of the Axact scandal, Interior Minister Chaudhry Nisar ordered on Tuesday to conduct investigation into the special report published by The New York Times immediately, Express News reported.

Axact, that has pledged to build a media empire faced tough criticism on Monday after The New York Times said it was earning tens of millions of dollars by selling fake degrees around the world.

Operating out of Karachi with 2,000 employes, the company Axact ran a fake education empire that involved paid actors promoting fictitious universities and even fake State Department authentication certifications bearing the signature of John Kerry, the article said.

The report, which quoted former employees and analysed more than 370 websites of fake universities, accreditation bodies and other purported institutions, sparked a wave of criticism on social media even as the company denied wrongdoing.

On Tuesday, the issue was also taken up in the Senate where Senator Aitzaz Ahsan said that the management of company has the right to give explanation.

“It is shameful to hear such kind of news. Unfortunately, it is linked to Pakistanis ,” the senator said.

He said it can damage the reputation of Pakistanis internationally, hence the matter needs to be investigated. Ahsan termed the issue as ‘sensitive’.

The session in the Senate was chaired by Chairman Raza Rabbani and a committee was constituted to probe into the issue and submit a report in a month.

Soon after the report was published, a message on Axact’s website declared the story “baseless, substandard, maligning, defamatory, and based on false accusations” and added it would sue The New York Times.

The company has said it will launch a news channel named Bol this year, which has already lured many of Pakistan’s top TV anchors and journalists with reportedly the highest salaries in the market.

According to the report, Axact created a series of fake websites involving “professors” and students who were in fact paid actors.
The “university” websites mainly route their traffic through servers run by companies registered in Cyprus and Latvia, and employees would plant fictitious reports about Axact universities on CNN iReport, a website for citizen journalism.

The article cited clients from the US, Britain and the United Arab Emirates who had paid sums ranging from thousands to hundreds of thousands of dollars for their degrees — with some believing the universities were real and they would soon receive coursework.

ISLAMABAD: A team of the Federal Investigation Agency's cyber crime unit entered local IT company Axact's Islamabad and Karachi offices on Tuesday and collected manuals, records and computers as evidence in the ongoing investigation of a global fake degrees scam.'

TV reports added that Axact's Islamabad and Rawalpindi offices were sealed while around 22 employees of the IT compnay were taken into custody by the Islamabad investigating team.

Action against Axact kicked off after Federal Interior Minister Chaudhry Nisar Ali Khan ordered an inquiry into a story published by The New York Timesthat claimed the company was issuing fake degrees as part of a massive, global scam.

An interior ministry spokesman said Nisar had directed the FIA to submit a report after a thorough investigation.

The minister in his directive also said that the FIA was to determine whether the contents of the NYT story were true and whether the company was involved in any illegal business which may bring a "bad name" to Pakistan.

The detailed NYT report titled "Fake Diplomas, Real Cash: Pakistani Company Axact Reaps Millions" and written by New York Times Pakistan bureau chief Declan Walsh outlined how Axact — referred to as a "secretive Pakistani software company" — allegedly earned millions of dollars from scams involving fake degrees, non-existent online universities and manipulation of customers.

According to the report, Axact created a series of fake websites involving “professors” and students who it said were in fact paid actors.

An FIA official who did not wish to be named said that the allegations raised by the newspaper if proven true would be punishable by seven years in prison under Pakistan's Electronic Transaction Ordinance.

Senate takes notice
The NYT report was also referred to the concerned house committee of the Senate by Chairman Senate Raza Rabbani for investigation.

"A story has been published in the newspapers attributed to Pakistan, and Shoaib Ahmad Shaikh of BOL network has every right to clarify," opposition leader in Senate, Aitzaz Ahsan, said.

Aitzaz added that this was a serious matter because a Pakistani company had allegedly been issuing fake degrees, according to newspaper reports.

"What's the reason that we Pakistanis are such experts in forgery? The matter has to go to the house committee," Aitzaz said.

The Senate chairman, after hearing the matter, observed that the issue raised was of importance. He referred the matter to the concerned house committee and ordered an investigation.

Axact's response
In the statement on its website, Axact did not directly respond to the allegations but instead accused domestic media rivals of colluding with the New York Times to plant a slanderous story in order to harm its business interests.

The response also alleged that Declan Walsh had devised a "one-sided story" without taking any input from the company.

Axact uploaded a detailed legal notice sent to NYT. The company also sent alegal notice to local blogging website Pak Tea House, which caused a buzz on social media. NYT also ran a short report on the Pak Tea House legal notice titled, "Axact, Fake Diploma Company, Threatens Pakistani Bloggers Who Laugh at Its Expense".

ISLAMABAD: Around 45 Axact employees were arrested on Tuesday as Federal Investigation Agency raided the offices of the software company in Karachi and the twin cities.

The move came shortly after Interior Minister Chaudhry Nisar ordered FIA to probe into the special report published by The New York Times alleging the software company was earning tens of millions of dollars by selling fake degrees around the world.

“If the said company is involved in any such illegal work which can tarnish the good image of the country in the world”, a ministry statement said.

Soon after, FIA teams comprising IT experts sealed Axact’s offices in the twin cities and registered a formal inquiry into the Axact scandal, sources privy to the development toldExpress News.

According to Express News, employees were evacuated from the software company’s head office in Islamabad. Further, around 45 employees were rounded up, including HR and PR managers, to be taken to FIA headquarters.

The arrested Axact employees were shifted to FIA’s cyber-crime wing office.

The seven-member FIA team also seized hard disks, computers, other electronic equipment and documents belonging to the IT firm. The bags and mobile phones of department heads in Islamabad have also been seized.

“A report will be compiled after carrying out digital analysis to ascertain if the electronic equipment was used for illegal activities,”sources said.

After gathering evidence and rounding up employees, the FIA team is now headed to the software company’s second office in the capital.

The FIA also raided Axact’s call centre in Rawalpindi and seized voice call recorders and other devices. Axact’s call centre regional director Colonel (retd) Jamil was taken into custody.

A second team under the supervision of FIA Deputy Director Kamran Attaullah has raided Axact’s Karachi headquarters.

The FIA teams have left Axact’s Karachi headquarters. Speaking to the media after the raid, Deputy Director Kamran Attaullah said, “Investigations are still underway. We will let you know further details later.”

“Nobody has been arrested from the Karachi office,” he added.

Sources privy to the development added, the FIA teams seized HR and accounts records.

The FIA official present at the Axact office in Islamabad refused to comment on whether they employees were being detained or arrested when asked by an Express News correspondent.


The FIA team will seal two servers in Axact’s Karachi office. “The main two servers operate all of Axact’s activities worldwide,” a source added.

Deputy Director of the FIA’s Cyber Crime wing Zain was currently present with members of his team at the Karachi office.

Officials at the FIA swooped on the Karachi headquarters of the company, confiscating computers and records and expelling employees from the building, a member of the raiding party told AFP on condition of anonymity.

A similar operation at the company’s Rawalpindi office has resulted in two arrests, an official there said.

“The raid is still ongoing,” Mehmoodul Hassan, acting director of the FIA’s Cyber Crime Wing, told AFP.

“Our team is gathering evidence. Our director general will release all details about the raid once it’s completed.”

“The first phase of the probe will investigate the allegations leveled by the New York Times against Axact, while the second phase will look at technical aspects of the investigation,” the source said.

Axact administration blocked the road in front of their office in Karachi’s Defence area after media representatives arrived.

It is said the investigation will be supervised by Interior Minister Chaudhry Nisar.


Securities and Exchange Commission of Pakistan (SECP) has initiated a probe into the allegations against Axact. A meeting is currently under way in Islamabad following the raids at the company’s offices.

Further, FIA believes Axact also operates from Lahore and has asked the company to immediately give them details of their offices in the city.

On the suggestion of Ahsan, Chairman Raza Rabbani constituted a committee to probe into the issue and submit a report in a month.

“This is an important issue and investigation needs to be conducted,” Rabbani said.

RAWALPINDI – The Federal Investigation Agency (FIA) has raided the offices of Axact in Karachi and Rawalpindi and taken control of Computer and other relevant data on Tuesday.

The bad patch for Axact continues as FIA’s team raided the Head office of Axact in Karachi and sub-office in Rawalpindi and taken control over the computer and other relevant data to conduct investigation of the allegations put on by the New York Times on Monday.

FIA team raided the Rawalpindi office, but security persons of Axact tried to block their way, but team of FIA entered in Axact’s office and arrested its workers and started probing the matter.

From the Rawalpindi’s office of Axact FIA has captured the whole IT center and server computers to investigate into the matter.

According to source, some forty (40) employees of Axact are also been arrested from Rawalpindi office an taken to the unknown place to inquire the matter from them.


FIA has captured all the files, data, IT lab, server and whole network from the Karachi Headquarter of Axact.

According to one of the credible source, Axact was working to issue the degrees of more than 370 universities of the world.

Federal Board of Revenue has revealed that Axact is also involved in the manipulating tax system of Pakistan in its interest.

It has used the Income Tax Ordinance 2001 in a way to give illegal tax relief to Axact.

Why is it seeming that PTI supporters are defending axact? What does PTI have got to do with BOL?

Or may be BOL was another hope for PTI after the umpire's finger......
