PM to inaugurate 340MW Chashma-III Nuclear Power Plant

Prime Minister Nawaz Sharif will on Wednesday inaugurate the Chashma Nuclear Project – III, having a capacity of generating 340 megawatts of electricity.

The 340MW power plant is a joint collaboration of Pakistan Atomic Energy Commission (PAEC) and China National Nuclear Corporation (CNNC), read a press statement issued on Tuesday.

This is the third project after successful operation of Chashma-I and Chashma-II projects.

Chashma – IV Nuclear Power Project is to be completed in 2017, whereas Karachi Nuclear Power Projects K-2 and K-3 will add a total of 8,800MW electricity to the National Grid by 2030 as mid-term target for Pakistan Atomic Energy Commission.

All nuclear power projects, including Chashma-III, have been approved by Pakistan Nuclear Regulatory Authority for Nuclear Safeguards as per International Atomic Energy Agency (IAEA) agreements thereby maintaining highest safety standards.

Chashma-III Power Plant is yet another milestone in the Pak-China joint collaborations.

The project will provide clean and affordable energy to the people of Pakistan, in line with the incumbent government's vision to control energy crisis.

It will also contribute to the overall economic development of the country through power supply to industrial and commercial sectors.

Not really. Even in other areas like FB area, Gulshan, North Nazimabad etc are also not seeing much power outages. These are the most populated areas of Karachi.

The situation is far better than what it was few years ago. You pay your bill then you would get electricity uninterpreted.

LAHORE: The menace of unannounced outages returned early Friday ahead of the annual canal closure when power supply is going to hit the lowest levels in the next couple of days. Marred by mismanagement, the Lahore Electric Supply Company (Lesco) failed to inform consumers about short supplies of power from national grid because of lowering of outflows from dams. A senior official of the power utility admitted that 3-16 hours outages had resumed in urban and rural areas of Lesco. He conceded the fact that relevant authorities had failed to share information about the outages with masses. Owing to annual canal closure, which will start from Monday (December 26), releases from dams is being curtailed. The lesser outflow means gradual reduction in power generation, said an official. He said that outflow from the Tarbela Dam on Indus River had been reduced to 20,000 cusecs from 40,000 cusecs recorded on December 19. Outflow from Mangla Dam on Jhelum River will be reduced from present level of 30,000 cusecs to 10,000 cusecs from Sunday (tomorrow), reducing hydropower generation significantly. In the last about a week, hydel generation dipped to 1,500mw on Friday from 3,300mw.

The official said that hydropower generation would reduce to lowest levels after December 25. After major drop in cheap hydropower generation, costly thermal power generation is now the only option to meet the demand of electricity.

On the other hand, industry has totally been exempted from power outages as per winter load management plan, which is yet to be communicated with stakeholders. Commercial consumers are presently bearing three-hour a day outages. Domestic consumers living in rural areas are facing four to 16 hours power cuts in contrast to 3-10 hours outages for domestic consumers living in urban areas.

The intensity of loadshedding would increase gradually following reduction in outflows from the dams. More worrying, Lesco has also increased frequency of planned shutdown on the pretext of completing repair work and for undertaking its so-called augmentation plan.

A Lesco official claimed that system augmentation was the need of the hour in anticipation of increase in power generation as a result of completion of new power projects. Meanwhile, as per desilting of canal plan 2016-17, 579 channels covering 3,727.235 canal miles length and excavating 1,180.879 lac cft earthworks will be done at expected cost of Rs408.088 million.

The desilting plan would be implemented in two phases as per canal closure schedule notified by Punjab Irrigation Department. Works on Mangla Command Canals are scheduled to start from 26th of December, 2016 to 13 January, 2017 whereas works on Tarbela command canals would be carried out from 13th of January to 30th of January, 2017.

Pakistan Meteorological department (PMD) has forecast less than ‘long term average’ rains and snowfall in the country during December 2016 and January 2017. According to PMD spokesman, severe El-Nino of 2015-16, though settled to normal in early summer, but its influence made 2016 the warmest year. Currently, border-line La Nina conditions prevail in the Pacific which is the cooling phase of ocean. Indian Ocean dipole is also in neutral state.
Global climatic conditions and output of different forecasting models suggest that the effectiveness of the western disturbances will be weaker in December-January for the South Asian region including Pakistan. Therefore, only few westerly waves will reach central parts of Pakistan, resulting in below than normal rainfall/snowfall during current month.—APP

The work is in progress of course and I never claimed the power cuts are over. They have just reduced to minimum since past 20 years or so.

By December 2018, only the shortfall will be matched and by 2022 we will only add 5-10% surplus due to rising demand.. but I also believe our demand will rise by 4-5 times by 2030 so we have to do a lot of work to ensure enough electricity is available from 2022 onward.

The point is, Pakistan's electricity consumption per capita is one of the lowest in the world. We have given electricity connection to about 93% households but due to loadshedding we only supply electricity to 67% population. If we just match the electricity per capita with neighbours like India... We need 30,000mw tomorrow. If we just give electricity to our existing customers who already have connections we once again need more than 30,000mw of electricity. If we do both that we provide electricity to 93% population and match per capita with India it means our energy needs will quickly rise above 40,000mw overnight. All the reports from neutral sources suggests that Pakistan's electricity demands will shoot up quickly if they don't contain it. It requires couple of years (2-3 years) to get new electricity and gas connection these days as they simply don't want to add more consumers so when we have enough electricity in the national grid hopefully this problem will be resolved.

I would add that nuclear power that is not subject to seasonal variations in river flow and the need for water for crop irrigation would be a good choice to help reliable power production. Plus, the fuel is found inside Pakistan as well as the technological mastery over the front end of the fuel cycle.
