Udaipur: Hindustan Aeronautics Limited chairman R Madhavan on Friday said the HAL was capable of producing the Rafale aircraft but suggested that the question of transfer of technology does not arise in the current order of just 36 aircraft.

The Congress has alleged that Narendra Modi government is buying the military aircraft from French company Dassault Aviation at a much higher price than what was being negotiated by the previous UPA government, which planned to procure 126 aircraft.

The opposition has also accused the government of ignoring the state-owned HAL while negotiating the agreement, suggesting that some of the aircraft could have been manufactured by it through transfer of technology.
Madhavan said the HAL was capable of production when the initial discussions were on. But the current government decided to purchase 36 aircraft separately as 'it was necessary to buy them as soon as possible', he said. "For the 36, the question of production here does not arise," he said.

If 126 aircraft were bought, some would have been purchased outright and others produced in the country, he said.

He said the HAL was not part of the process of the current deal.

The government has rejected the Congress charge that it paid an inflated price, saying that the cost of a fully-loaded aircraft could not be compared with that of a basic aircraft.

The HAL chairman was in the city to address an engineers' conference. "We need to make our students employable and skilled. We also need to increase investment in research and development," he said.

What do you mean? How was HAL responsible? I think they are not even part of the current deal.

The man power quoted by HAL was three times than that of Dassault, hence the negotiation between HAL and Dassault fell through, leading to cancellation of the previous tender.

I cannot believe that the government and air force will cancel one of their most ambitious projects on because HAL said its a three man's job instead of one. This could have meant the orders are placed with a private contractor (as in current case) or that HAL is made to get in line but cancel what was called mother of all military deals!! Do not makes much sense.

for 35 years failed to make flyable chick named Tejas but still claimed to make 4.5 gen jets...:lol:

why are you mocking Tejas??:angry::angry::angry: The capabilities of that plane surpass all that exists and will exist. These planes are being bought to be on level with others making it a level playing field so this technological miracle will not have to be used in anger against its foes. be very afraid the day Tejas is unleashed it will be like Qiamat.

BJP has always been better for Pakistan. But I don't think BJP has a chance in the next elections, such a sad thing.

HAL is behind schedule on almost all deliveries, from Sukhoi MKI's to Tejas. Why? Because it's a government run organization and employees are government employees.

They don't need to worry about getting fired for being lazy, they get paid if they do a good job or didn't do the job. I'm not saying every other person is like that, but as the saying goes, you don't need a gallon of poison just one drop in the lake would poison the entire system.

Also, we can't fine HAL for sloppy work, while private contractors do the job at their risk and not government risk. Hence they'd do a better job. This is a wake up call for HAL, if they want to continue doing what they do, they should put their act together. Improve efficiency.

If you read my post, my point was that HAL would not have made the Indian government and air force just cancel the project they were so so so crazy about. Calling it mother of all deals, taking over a decade to finalize and all that. To what end? saying that HAL cannot make them in time so we will just cancel it? cannot be the case, they would have just placed order with private contractors just like they have done now.

That's the people who're in power. More like Difference between Congress and BJP. Congress is a little bit slow in decision making, while BJP is quick. Both has its own benefits and detriments.

Such naive comments. The corporates always favor whoever is ruling. That's how they do business. Besides this agreement was signed during the congress era.

BJP is never good for Pakistan from a mil standpoint. They have ways to find cash and buy more and more weapons at a fast pace and are flexible in a lot of ways than the traditional congress who goes on a socialistic style.

Would the extra manpower have meant an escalation of costs? Labour is cheaper here. For example, ISRO's designs are not the most efficient, but their effectiveness is high since they do the job well and at much cheaper rates in comparison to western equivalents.

Maybe HAL would have taken more time. Plus they needed a wakeup call.
