It so very certainly is (stable democratic Pakistan being better).. But given the present circumstances that seems like an extremely far fetched scenario.. So in the given situation, a hawkish establishment in india would certainly prefer a Pakistan discredited as a terrorist supporter as against a terrorist supporting Pakistan which is not considered as such..

Now the above as I said is obviously a 2nd prize, with 1st prize being a peaceful situation between India and Pakistan with growing trade and bilateral relations.
