in terms of technology china is still perceived to be long way behind the rest of the world, and say even a system meets the armed forces requirement there is a political backlash. i was reading this morning how Perus army chose the MBT-2000 to replace older tanks in there army and they had reviewed other tanks like the leopard 2A6 and T-90. there was a huge political backlash as the politicians thought the tanks were inferior to what neighboring countries had. They ended up acquiring a few tanks but then cancelled the whole deal. Countries in south america like argentina and north african countries like Algeria the Politicicians will take huge issue in spending hundreds of millions on a aircraft they see as substandard when options exist for acquiring more advanced fighters. They are no exactly financially broke.
