They aren't 'allowed' by anybody, they just barge in on their own. We had quite a problem with them during Ops in FATA for two reasons:
1) We had to set aside manpower to protect them, not good publicity if they go and get themselves killed, however, that also affected our combat ability.
2) They treated civilians and insurgents regardless, which was a problem for us, we go out of our way to put them out of action and these guys help them get into fighting conditions again.

I don't know about this guy but after spending couple of years in Quetta i can tell that alot of NGOs operating in Quetta , and i mean ALOT of them are just cover for the operative of not so beloved agencies in Pakistan.

Oh yeah, then where's the Afghan Taliban based out from ? Heck, a coupla years back, Abdul Ghani Baradar of the Quetta Shura fame was captured (even though from Karachi) along with 10 other Guantanamo-credential jihadists. The amusing part is, your very own PA holds him in captivity to unleash him later in Afghanistan post-NATO withdrawal.
