It doesn't matter what the nationality of the attacker(s) is. Pakistan was still not rebuked despite a Pakistani was involved last year. Pakistan is a strategic ally of Saudi Arabia.

Attacks in the holy cities are the best option for Saudi enemies to put pressure as these cities are a source of economy and law and order in them is a matter of Saudi prestige.

When they are already spreading mischief in the region by taking innocent lives, they may as well attack Ka'bah, Masjid-e-Haram and Masjid-e-Nabawi, which are only made of concrete, they are not alive like human beings.
