That was the mistake they made earlier, over extended themselves and thought Kiev would capitulate. They didn't expect NATO to have equipped Ukraine by so much over the 8 years since the Crimea invasion. Merkel herself Minsk was just a trick to buy time to train and arm Ukraine.
