A single dam that can produce 4000mw is equal to 1bcf of gas ..
So we need to build dams even if we take 100% Commercial loans to build them its worth it

That is not true....other oil based economies too have social benefits structured on their oil revenues. If Saudi Arabia gets sanctioned (hahaha...) they are good as dead. What Chavez missed was to use the money to diversify its economy. All oil based countries are guilty of that. There is more to it....but that is for you to discover.
