By doing this China is breaking it's treaty promise.
May not seem like a big deal to China, since it has never been a country of law, but for the rest of the world it signals that China cannot be trusted as they will never honor their agreements.

Everything is base on the basic law granted by the constitution of mother country China under a "One Country Two System" HK is just a SAR (Special Administration Region) of China, nothing more nothing less
