Oct. 16 – Toughening its stance on China’s export of unskilled and semi-skilled labor to India, the Indian government has stopped issuing business visas to mainland Chinese nationals Home Minister P. Chidambaram said on Thursday.
“Chinese workers can come to India only on employment visa, no more on business visas,” said Chidambaram, speaking at a press conference in Srinagar.

Employment visas will also only be issued to “highly skilled” Chinese. “We are not going to issue any visas to unskilled and semi-skilled workers as we have plenty of them in India,” Chidambaram said.
Chris Devonshire-Ellis, the managing partner for Dezan Shira & Associates in India and publisher of 2point6billion.com believes that China’s exportation of labor has gotten to a level where serious abuses in terms of volume are so bad that India had to act, even if it makes applying for visas by genuine Chinese businessmen that much more difficult. “The Chinese government should be more proactive in dealing with this type of systematic visa abuse by its companies, and work more closely with the Indian government in solving the problem,” Devonshire-Ellis said. “Now we have a situation where deserving and valuable Chinese businesspeople cannot travel easily to India, all because of China exporting unskilled labor. “
