Testing, and all takes time from ground testing to flying tests, then spin tests, etc. 5 years is a normal timeframe.

In 6 years since first prototype, the main fan has got a spin certification. This is the speed at which HAL operates.

HAL, however, has an opportunity to mature MCA and use money that will otherwise go to French Rafale... but HAL might have to work a tiny bit fast than their current pace.

I think it's ok. That's why prototype are designed. It had an design issue, which has to later rectified, come back, perform, and then make 2 more prototype to check that it's working as expected in all of them. 6 years for a trainer is ok though its a bit longer considering design phase started in 13'. Again GoI sanctioning money for orders will take another good 2 years.
