NEW DELHI: Allegations of kickbacks paid to middlemen in purchase of Bofors artillery guns led to one of the worst electoral defeats for Congress party in the late 80s, and since then the Army has been unable to purchase even a single new artillery gun for over the past 25 years.

But there is a yet unheard of twist to the Bofors scam, it now emerges. Sources said the blame for Army's stalled artillery modernization may lie closer home, with the government sitting on the transfer of technology that permits India to manufacture the Bofors gun in the country.

As the military top brass desperately look around for solutions to the crippling shortage of artillery guns, they stumbled upon the fact that India actually has the entire drawings of the Bofors guns, and had paid for the transfer of technology to manufacture the gun in India. But the Ordnance Factory Board sat on the drawings all these years, never attempting to make the gun in India.

A senior official, not very amused at the turn of events, told TOI that they have now asked OFB to manufacture six prototypes of the Bofors artillery guns within the next 18 months. "If we had indigenous capability, then all these years of effort to buy foreign guns and such crippling shortage in capabilities wouldn't have been there," he said.

A senior military source said the OFB has now been asked to manufacture two guns of the 155/39 mm caliber, the original make of the Bofors gun bought in the 80s. Two others would be of the same caliber but upgraded with new capabilities. The OFB has also been asked to make two guns of 155/45 mm caliber. All the six guns would be towed guns, sources said.

Once they are ready, the Army would put them through extensive field trials and once cleared, OFB could then resort to mass production, one of the officials said.

Despite repeated efforts, OFB representatives were not available for comments on the transfer of technology for Bofors. One OFB official said the board has "dedicated and fully integrated facility for manufacture of various calibers of artillery guns".

For years after the Bofors scandal, there were no efforts to buy new generation artillery guns. When the Kargil conflict of 1999 took place, the Army had to cannibalise some of the guns to run the rest of them to deadly effect.

Over the years, there have been several trials, cancellations, retrials and other efforts. But none of them have succeeded in getting the Army a new generation of artillery guns, leading to serious concern among the Army top brass about the war fighting capabilities.

The closest government came to buying a new generation of artillery guns recently was when the Army concluded detailed field trials, maintenance assessments etc for a government-to-government deal with the US for buying Ultra Light Howitzers for mountains. But even that has now run into legal tangle, with the defence ministry telling Army that a High Court order may be a hindrance. Now the entire issue is under legal examination.

man we got the retards out of the defense ministry and replace them with retired military personnel all this time we had the technology to make new guns but it was never utilized? smfh
 
Like the title says- a JOKE! A defence official has had to tell OFB, after "stumbling" onto news of blueprints, to build prototypes? This news wasn't offered freely? What kind of fools run MoD/OFB? but is this really news? Even on WIKI it has always said India has had the option to build 1000+ domestically. How cam such things be forgotten??


I assume after the huge scandal in 1980s the "Bofors" title has been banded about and is a "hot potato" no one wants to get their finger prints on. Everyone is too busy covering their own a$$ to notice the desperate state of IA's artillery.





Doesn't this have HUGE implications? Ie OFB can now build all the needed Arty for IA without international tender.

Also WTF wrt M177? IA chief said this was effectively guaranteed, IAF and IN have both successfully gone down FMS route but as always IA is left out in the cold. Legal issues??!!!

Any idea what the chances are for a last minuete revival for M177 for IA?
 
i say we just get new artillery ASAP be it Bofors with upgraded capabilities or a brand new system alone.

Very big chance....unless OFB or DRDO are able to produce a very light artillery that can be transferred via choppers M777 will be procured sooner or later. But here's fact M777 lost the trials but it has its own operational requirement. If our research agencies or private sector can produce a artillery which can meet IA's requirement and is light weight also, it will be really great.

Now all we can do is wait 16 months or may be 2 years is fine because lets face it we are talking about OFB, they are not in the habit of meeting any deadline. By that time DRDO will also come up with a solution as they have also shown interest.
 
India should select m777 immediately or get their *** kicked in the next war.

Congress thing is correct but the fact is M777 has failed the tests but its the only light artillery. According to me IA should purchase the number they initially intends to with an offer to BAE to build an indian version of M777 with a promise to buy 1000+ . I really don't see the requirement to purchase bofors instead India should go for ultra light howitzers as they can be transported to far flung areas via choppers, track and wheeled artillery.

Can you prove what u said about m777 losing trial, I think you are talking on hearsay.

We are not into any matching here, its just the govt is playing fool with the public money.

many issues, single vendor, blacklisted companies etc. we are on track, with m777 there was some unique issue, cannot list here, it is moving forward.
 
The M777 155 MM howitzers are light weight howitzers suitable for rapid air transportation in mountains and other places where rapid air portability of artillery is needed like in support of special forces operations or amphibious operations. They are therefore tailor made for our mountain formations, special forces and amphibious forces. This FMS purchase is on track. This howitzer will however not meet the requirements of the numerous medium regiments which need standard heavy duty towed/SP howitzers capable of sustained operations in the plains with longer ranges and greater variety of ammunition. Hence the quest for the standard artillery gun.

You serious ? Why did you think m777 got into the back burner in the first place ? Just when the whole m777 deal was hot, somebody leaked the report on m777 losing the trials on many grounds. It was all over the news...Just go and google it...
