597 non-combatant killing, in 5 years, isn't a small figure! Most of the suicides are reported from J&K.

Still irrelevant to the discussion at hand..which is on Siachen and not entire J&K.

May be. But the Army will not come down without ensuring a proper framework in place.Specially after Kargil backstabbing.

Does Pakistan Army, Navy and Airforce has plans to reduce its number of men? Like China and others?

I think PAF should deploy drones and P-3C AEW&Cs like aircraft in these areas along with new generation Spada-2000 systems to handle the situation.

Deploying drone only is not feasible given the climatic condition.
