Shenzhen – China’s hi-tech capital just over the border from Hong Kong that was the original site for the country’s reform and opening-up experiment 40 years ago – will become a new special economic zone to carry out bolder reforms as a model for other Chinese cities.

Beijing on Sunday unveiled a detailed plan for wide-ranging reforms to be implemented in Shenzhen, including in the legal, financial, medical and social sectors, according to a report by state broadcaster CCTV.

Under the plan, Shenzhen would become a model of “high-quality development, an example of law and order and civilisation, as well as societal satisfaction and sustainability”.


The goals were to make the city a leader in terms of innovation, public service and environmental protection by 2025, the report said.

The plan also aimed to make Shenzhen competitive in the world in terms of comprehensive economic abilities by 2035, and a global “benchmark” for competitiveness, innovation and influence by the middle of the century.

International organisations and big companies would be encouraged to set up branches or headquarters in the city, and it would be allowed to “make flexible changes to laws, regulations and local ordinances according to authorisation and based on Shenzhen’s need for reform and innovation”.

Political change would also be allowed, with the guidance of the ruling Communist Party. According to the report, the plan would “expand people’s orderly political participation under the guidance of the party” while improving the work of the National People’s Congress, China’s legislature.


Special emphasis would also be placed on integrating Hong Kong and Macau into the Greater Bay Area scheme, which aims to link those cities with Shenzhen and eight others in Guangdong in an economic and business hub. That would include promoting connections between Shenzhen’s financial market and those in Hong Kong and Macau, as well as expanding financial regulation and the portfolio of financial products available to trade bonds and foreign exchange.

The report stressed that a “big data” centre for the

Greater Bay Area
would be located in Shenzhen.

Hongkongers who lived or worked in Shenzhen would be granted residential status, with new cultural activities launched in Shenzhen in coordination with Hong Kong and Macau, “enriching compatriots in Hong Kong and Macau’s sense of belonging and cohesion”.

The report was released amid unprecedented tension in Hong Kong, with
anti-government protests
taking place for the eleventh consecutive week. The mass protests, and the violence that has accompanied them, have raised questions over whether Beijing might downgrade Hong Kong’s place in the Greater Bay Area plan.

Guo Wanda, executive vice-president of the Shenzhen-based China Development Institute, said Shenzhen had been exploring reforms in various economic areas.

“For example, in the Qianhai Bay Free Trade Port Zone, it has already explored [reforms in] foreign exchange management and cross-border financing, including financial cooperation between Shenzhen and Hong Kong, so it’s not odd what the report says about having an open economy,” he said.

Guo noted that the report mentioned development of a “legal business environment” that would be considered first-rate internationally, which would require emphasis on building a city based on the rule of law.

When the document was first mooted in late July, analysts told the South China MorningPost that its goals
signalled Shenzhen’s rising status in the Greater Bay Area
and pointed to a policy shift in Beijing away from Hong Kong and towards mainland cities to drive the region’s development.
With China now
locked in a trade war
with the United States, Beijing is banking on the hi-tech sector to spur development and cut reliance on imports of key technologies. Amid threats to stop selling microchips to Chinese companies such as ZTE and impose sanctions on Chinese telecoms giant
Huawei Technologies
, Chinese President Xi Jinping has repeatedly called for industry to innovate and become more self-reliant.
In February, Beijing unveiled its Greater Area Bay blueprint aimed at transforming the 11 cities into a combined economic powerhouse, with Hong Kong, Macau, Shenzhen and Guangzhou identified as the four “pillars” of development.

Shenzhen's development is amazing. I was resident of Shenzhen for 8 years and its progress is actually beyond my expectation. Shenzhen's GDP beats Hong Kong in 2019.

Model for the world?

China is made for chinese. China’s cities are made for chinese natives.
The percentage of foreigners that live in China is minuscule till non-existent.
Any city in Germany has more foreigners. Even xenophobic Japan becomes colorful by immigrants.

HK is a great place to live and work thanks to ways of life, freedom and liberty. If HK integrates into a mainland subculture, HK will become a soulless city, like any other city on mainland.

Most cities in China has thousands of years history, that's where their souls lie, I agree new cities like Shenzhen is kind of soulless comparing to other Chinese cities, but it generates wealth, US cities are also relatively very young, but once they became rich, they got all things going their way, Shenzhen will go the same way.


But speaking of soul, my home city Beijing is the one to stand out, she boasts 6 Unesco world heritage listed sites, one of the most among all cities in the world.

If I want to see soulless cities there are enough in the world. No reason to fly to China, In contrast, German city as Munich has soul. There are many beautiful cities in Europe. During my first study I spent a time in Munich. It feels great to be there. Why should anyone go to places when it’s all about money, skyscraper, empty places, no internet, no nightlife, no nothing?

Go to Munich and see the difference!

I bet most tourists to China are chinese from overseas.
Yes China has many beautiful places, that overall China is a country for chinese. I don’t say that is bad thing.

Foreign tourists especially from the West may want to visit a church on Sunday. Germany has 45,000 churches. How many churches are there in China?
As for Vietnamese tourists, not all speak Chinese? Can anyone in China speak English or French?

The world is not only the west, English is not a must for traveling, 150 million Chinese traveling overseas each year, most of them can't speak any English but it doesn't stop them having fun around the world.

I can understand HK but is Macau is a gambling haven so it doesn't make sense to integrate it with Shenzhen and than ban gambling. Guangdong is better off leaving it separate to earn more revenue.

Integration of Macau with Zhuhai has already taken place. Although Zhuhai is not in Shenzhen, Hengqin district has set a very good precedent for Shenzhen-Hongkong and Macau integration.

Hengqin 横琴新区 was a small fishing village in Zhuhai, with population of few thousand fishermen. Today Macau university has a campus there, an a township that looked like a mini Shenzhen is in the making.

2006年年广东省政府通过《横琴岛开发建设总体规划纲要》[19];而在2009年1月10日,时任中共中央政治局常委中华人民共和国副主席习近平访问澳门时表示中央人民政府决定开发横琴岛,并由粤澳两地政府共同研究开发,而开发的同时也要配合澳门的多元化发展[20]

根据《澳门日报》在2008年下半年报道,珠海在2008年12月25日以底价1.25亿人民币由珠海长隆投资发展有限公司拍卖投得南部旅游区的富祥湾的312万平方米地段(隔海对望澳门路环西南面)[21],以作为兴建旅游设施“海洋主题乐园”首期用地。据报道,海洋主题乐园建成后将会是的集会展、娱乐、度假设施等的中国第一、亚洲最大综合性以海洋为主题的乐园,总占地五平方公里。首期将会兴建珠海国际会展中心、国际海洋世界、饲养及展出熊猫[22]、野生动物园、度假酒店等设施,于2012年底竣工营运[23]

另根据2009年2月3日《澳门日报》报道,横琴靠近莲花大桥的一幅呈形约有五平方公里土地的东部商住区列为“粤澳合作项目用地”。计划该地段约75万平方米将会预留作为澳门大学的新校区选址;而“澳门大学新校区”右边的20万平方米将会作为人才培训中心。该地段当中的120万平方米及50万平方米地段将会分别用作产业发展园区及会展物流园区,其余的100万平方米地段就会预留作其他项目用途[24]

2009 年6月24日国务院常务会议通过《横琴总体发展规划》将横琴岛纳入珠海经济特区范围,对口岸设置和通关制度实行分线管理。要逐步把横琴建设成为“一国两制”下探索粤港澳合作新模式的示范区。国务院已经同意澳门特别行政区关于将澳门大学迁址到珠海市横琴岛的请求,建议由全国人大常委会作出决定,授权澳门特别行政区依照澳门特别行政区法律对横琴岛澳门大学新校区实施管辖,横琴岛澳门大学新校区与横琴岛其他区域实行隔离式管理。另一方面,由于横琴的开发,京珠高速公路太澳高速公路广珠城轨珠海总站以及澳门轻轨也开始被建议及研究延伸连接横琴岛上,以作珠海及澳门城市之间的交通连结[25]

2012年12月20日,横琴首块定向澳门企业出让的地块成交,澳门励盈投资有限公司是唯一的竞投企业。该面积3万平方米的地皮以人民币2.5亿元成交,地块位于莲花大桥、横琴口岸和综合服务区的中轴线上,与广珠城轨延长线横琴站、澳门轻轨横琴站相连,毗邻交通枢纽。成功竞标的澳门励盈投资有限公司表示,计划将该项目发展成包括购物广场、餐饮、休闲、娱乐等内容的高级商业中心,总建筑面积15.3万平方米,计划总投资人民币16亿元人民币。整个项目将选择融合东西方建筑风格的葡萄牙曼奴埃尔式建筑,打造横琴新区未来地标性建筑[26]

Integration of Macau with Zhuhai has already taken place. Although Zhuhai is not in Shenzhen, Hengqin district has set a very good precedent for Shenzhen-Hongkong and Macau integration.

Hengqin 横琴新区 was a small fishing village in Zhuhai, with population of few thousand fishermen. Today Macau university has a campus there, an a township that looked like a mini Shenzhen is in the making.

Just saw the map and Shenzhen is too far away, Zhuhai is more closer and it makes sense for that city so what would they want to add Shenzhen instead of Zhuhai ?

Just saw the map and Shenzhen is too far away, Zhuhai is more closer and it makes sense for that city so what would they want to add Shenzhen instead of Zhuhai ?
Becsuae of Shenzhen's status, and special status of Macau and HK. Zhuhai is a small city and simply do not have the economic and political influence of Shenzhen on the central government. Moreover, Xi Jing Ping's father was heavily involved in development plan of Shenzhen during Deng Xiao Ping's time.
