If things are to go as the Padma bridge, we will have this project completed just in time for 2100.

Why the negativity?

Padma bridge is making excellent progress and is on course to be completed by 2018.
The railway that will connect Dhaka to South-West of BD over the Padma Bridge is also approved and finance deal was signed with China in May.

In the past, the main issue was one of lack of finance, changing governments and procurement of land.
Now land is the only issue and so projects now and in the future will be much quicker.

Nah bro. I think can be a few years off. Like maybe they might finish this project by 2034 or something. And not delayed by several decades. We can now view Bangladesh in a more positive sense :)
A $1.9 billion dollar project was delayed by over a decade and the cost doubled. You are far too optimistic.

Except it was supposed to be completed by 2011 and the project would have cost no more than $1.2 billion but the cost has gone up to over $3 billion. And, it won't be finished by 2018 either.

In the past, the main issue was one of lack of finance, changing governments and procurement of land.
No, it wasn't. World Bank was willing to finance the project but it was due to high corruption that they rejected to do so.

The FINANCIAL -- The Board of Directors of the Asian Development Bank (ADB) has approved loans totaling $360 million to buy modern rolling stock and support reform in Bangladesh Railway to help promote a shift from roads to rail.


“Railways in Bangladesh potentially offer a cheaper, safer, and more fuel-efficient means of transport of goods and passengers than roads, but have been held back by lack of investment and aging and unreliable rolling stock,” said Tsuneyuki Sakai, an ADB Senior Transport Specialist
. “The ADB Railway Rolling Stock Operations Improvement Project will boost the operational performance of Bangladesh Railway by introducing new technology, equipment, and processes that will be cleaner and more efficient, cutting carbon dioxide emissions.”

Historically, railways enjoyed a monopoly as a carrier and transported most commodities. However, its market share has dropped because of inadequate investment in railway infrastructure and rolling stock over an extended period. This has resulted in unreliable freight operations and uncomfortable experiences for passengers. Most rolling stock is more than 30 years old, and much is past the end of its economic life. Maintenance facilities have also not improved over time and are not adequately equipped, according to ADB.

Under its Seventh Five-Year Plan for fiscal years 2016-2020, the government has placed special emphasis on railway development, setting targets to increase the market share to 15% in freight transport and 10% in passenger movements by 2020.

Bangladesh Railway has also been operating at a loss, its operating costs about double what it makes from revenue. Under the railway reform supported by ADB, the government has taken steps to boost revenue by raising the level of passenger and freight tariffs that have remained unchanged for decades. An increase in the operational capacity through new rolling stock is needed to generate more revenue.

Starting with a Railway Sector Improvement Program in 2006, ADB has provided four loans to the government for railway development totaling $2.81 billion. Three loans invested in network improvement in key sections of the railway, with two targeting enhanced South Asian subregional connectivity. The Railway Reform Project under the 2006 program introduced financial reforms and an enterprise resource planning information technology (IT) system. A loan approved in 2015 is also procuring rolling stock and maintenance equipment, for which work is ongoing to 2020.

This latest project seeks to address the investment and modernization needs of Bangladesh Railway. It will procure 40 broad gauge locomotives, 125 luggage vans, and 1,000 wagons for freight trains for use on major lines of the rail network. The rolling stock will introduce auxiliary power units (APU) to Bangladesh Railway, to significantly reduce diesel consumption when the locomotives are idling. The project will also draw up investment plans for urgently required maintenance facilities, establish training programs for the drivers, and run the enterprise-wide IT system.

The total cost of the project is $453.37 million, of which $93.37 will be met by the government. It is due for completion around the end of June 2022.

Accompanying the loans is a technical assistance grant of $500,000 to devise a training scheme for drivers in the use of the APU and recommend potential approaches to achieving overall energy efficiency. ADB will administer the grant, to be provided by the Asian Clean Energy Fund under the Clean Energy Financing Partnership Facility, established by the Government of Japan.

When the plan is finished every city and major town in BD will be connected to Dhaka by fast dual-track railway.

China has offered 9 billion dollars in loans at an interest rate of 2%, repayable over 15 years with a 5 year grace period - thank you China :china:.

bro i have zero knowladge about chines train. when i thought about first train , i think about the japanis train , can you give me some details about chines train compare to japanis bullet train.

China has the world's largest high-speed railway network. It covers the whole mainland China. The total mileage is over 22000 km. It is from China's cold zone to the tropics.

Indonesia recently also contribute to the development of Bangladesh rail network by providing hundreds rolling stock for Bangladesh railway.

Far less advance compared to China, but the built quality is quite good, and the price is just right.

Dhaka: Railway Ministry had earlier decided to purchase 20 broad gauge diesel-electric locomotives (engines) for Bangladesh Railway. However, the government will now double the order and purchase 40 engines simultaneously to manage the need for new trains and to meet skyrocketing passenger needs, by increasing the number of rail-coaches and locos.

These locos can use with both diesel and electric power simultaneously. Modern safe and quality engine management will also be introduced. Each engine will be bought from South Korea (Hyundai Rotem - Bilal).

The total expenditure on the purchase of 40 broad gauge diesel electric locomotives (engine) will be 1 thousand 931 crore taka. Asian Development Bank (ADB) will provide Tk 1,510 crore in total expenditure. 50 percent of the debt will be concessional and the remaining 50 percent will be market-based. Interest on market-based loans will be Libor plus 50 percent. And interest rates on concessional loans will be 2 percent.

It will be possible to introduce modern, safe and qualitatively advanced rail travel through use of newer locomotives. So that some of the old and expired engine can be replaced and the lack of rolling stock in the broad gauge section can be corrected.

Each railway engine would cost Tk 48.27 million. However, the average unit price of each engine was fixed at 36 crores. But the cost of buying coaches from South Korea is also high. Apart from this, the expenditure has been set 20 percent higher for the cost of higher configuration in the locos.

Taka 25 million has been also added for capital and maintenance spares. It will take three years to get the locos on rails in Bangladesh. So the ministry has started the process of buying the locos with haste at this time.

The railway ministry's acting secretary Mofazzel Hossain told banglanews, "We will collect 40 new broad gauge rail engines. These will be collected through the international tender call. New engines are added to the collection as older ones are decommissioned from the fleet."

"This is a continuous process. If buying is halted there will be a crisis. Because the locos will not be available in less time on demand. It takes one to two and a half years for the build process. Starting now will take three to three and a half years to get the locos. But the Korean locos are very good," he mentioned.

He also mentioned that the purchase of 40 broad gauge diesel electric locomotives for Bangladesh Railway are a part of the Railway's long-term project.

All engines will be coming from Korea from three more years until June 2021 period. Project approval committee (PEC) of the physical infrastructure department of Planning Commission has been approved at the meeting of the Ministry of Railways on Monday (September 17th). The project will be presented at the ECNEC meeting for faster approvals.

Service engineers will be appointed for repair projects in the next three years at the time of buying these locos. Their payroll will cost 4 crore 20 lakhs. Foreign engineers will be appointed to repair engines as well. That expenditure will be around 32 million taka as well.

At present there are 275 locomotives in the Bangladesh Railway. Of these, 181 are meter gauge and 94 are broad gauge units. The economic life expectancy of these engines was originally set for 20 years.

In the meantime, 155 engines have reached at least 30 years of age. These outdated and expired rail engines have been kept running with expensive repairs and higher than normal energy (fuel) expenditure due to severe demand.

Due to being older models, the required spare parts for these locos are either not available or are rare and expensive.

The ministry feels it is high time to withdraw some of these old engines from the fleet of railway locos. It will now be possible to replace 40 of the oldest locomotives and bring up efficiency and service availability standards.

ADB is financing mthis deal. They recently granted $360 million loan to BR. IMO railway should ask for spare manufacturing rights too. This iss entirely within BR's capability as they currently manufactures custom built spare to support the old generations off locos inn their fleet.
