বাংলাদেশে সাধারণ নির্বাচনের আগে অন্তর্বর্তী সরকার গড়া নিয়ে শুরু হয়েছে সংঘাত। শুক্রবার ঢাকার সোহরাবর্দি উদ্যানে জনসভা করে রবিবার থেকে টানা তিন দিন হরতালের ডাক দিয়েছেন বিরোধী বিএনপি-নেত্রী খালেদা জিয়া। দেশের বিভিন্ন শহরে সরকার ও বিরোধী দলের কর্মীদের মধ্যে শুরু হয়েছে সংঘর্ষ। এ দিনই মারা গিয়েছেন সাত জন। আহত শতাধিক। এই পরিস্থিতিতে বাংলাদেশের গোয়েন্দাদের পাঠানো বেশ কিছু তথ্য হাতে পেয়ে দিল্লির মাথা ব্যথার কারণ হয়ে দাঁড়িয়েছে খালেদা জিয়ার বড় ছেলে তারেক রহমানের কার্যকলাপ।
ঢাকার পাঠানো তথ্য অনুযায়ী, পাকিস্তানের গুপ্তচর সংস্থা আইএসআই পুরোদস্তুর সাহায্য-সহযোগিতা করে চলেছে লন্ডনের এডমন্টনে স্বেচ্ছানির্বাসনে থাকা তারেক ও তার দলবলকে। একই সঙ্গে উপমহাদেশে সক্রিয় মৌলবাদী ও জঙ্গি নেতাদের সঙ্গেও নিবিড় যোগাযোগ রেখে চলেছেন বিএনপি-র এই নেতা। গোয়েন্দা সমন্বয়ের মাধ্যমে দিল্লির হাতে আসা এই সব তথ্যের ভিত্তিতে একটি রিপোর্ট তৈরি করে ইতিমধ্যেই পাঠানো হয়েছে প্রধানমন্ত্রী মনমোহন সিংহের কাছে। লন্ডন থেকে ঢাকা, সিঙ্গাপুর-সহ বিশ্বের বিভিন্ন জায়গায় করা তারেকের যাবতীয় ফোন কলের রেকর্ডও বাংলাদেশের গোয়েন্দারা দিল্লিকে দিয়েছেন। সেই ‘কল লিস্ট’-ও এখন খতিয়ে দেখছেন দিল্লির কূটনৈতিক কর্তারা।
বিদেশ মন্ত্রকের কূটনীতিকরা বলছেন, বাংলাদেশ সার্বভৌম রাষ্ট্র। সেখানে কোন দল ক্ষমতায় আসবে, বাংলাদেশের মানুষই তা গণতান্ত্রিক প্রক্রিয়ায় নির্ধারণ করবেন। কোনও বিশেষ দলের প্রতি নয়াদিল্লির পক্ষপাতের প্রশ্ন নেই। বিরোধী নেত্রী হিসেবে দিল্লি সফরে আসা খালেদা জিয়ার সঙ্গে বৈঠকে বসেছিলেন প্রধানমন্ত্রী মনমোহন সিংহ এবং তৎকালীন কেন্দ্রের শীর্ষ মন্ত্রী প্রণব মুখোপাধ্যায়। শাসক দল আওয়ামি লিগ নেতৃত্বের তাতে গোঁসা হলেও দিল্লি আমল দেয়নি।
কিন্তু ভারতের উদ্বেগের কারণটা অন্য। বাংলাদেশের গোয়েন্দাদের পাঠানো তথ্যে স্পষ্ট, বাংলাদেশে ক্ষমতায় ফিরতে আইএসআই ও মৌলবাদী শক্তির সাহায্য নিচ্ছেন বিএনপি-র উদীয়মান নেতা তারেক রহমান। বিদেশ মন্ত্রকের এক অফিসারের কথায়, আগের বিএনপি-জামাত সরকারের আমলে আইএসআইয়ের প্রত্যক্ষ সহযোগিতায় বাংলাদেশ কার্যত মৌলবাদীদের ঘাঁটিতে পরিণত হয়েছিল। জঙ্গিদের বাড়বাড়ন্ত শুধু বাংলাদেশের প্রশাসনকেই চ্যালেঞ্জ জানায়নি, গোটা ভারতীয় উপমহাদেশের নিরাপত্তাকে বিপন্ন করে তুলেছিল। ভারত-বিরোধী নানা জঙ্গি গোষ্ঠীকেও বাংলাদেশের মাটিতে ঘাঁটি গাড়তে দিয়েছিল বিএনপি-জামাত সরকার। বিদেশ মন্ত্রকের ওই অফিসার বলেন, খালেদা জিয়া দিল্লিতে এসে অঙ্গীকার করে গিয়েছিলেন, ফের ক্ষমতায় এলে অতীতের সে-সব ভুল তাঁর দল আর করবে না। কিন্তু তাঁদের অভিযোগ, তারেকের কার্যকলাপ মোটেই তার সঙ্গে সঙ্গতিপূর্ণ নয়।
বিএনপি-র মুখপাত্র তথা কেন্দ্রীয় নেতা মির্জা ফখরুল ইসলাম অবশ্য মনে করেন, খালেদা জিয়া ও তারেক রহমানের ভাবমূর্তি নষ্ট করার জন্য ধারাবাহিক অপপ্রচার চালিয়ে যাচ্ছে আওয়ামি লিগ সরকার। মির্জা বলেন, “তারেকের জনপ্রিয়তাকে ভয় পেয়েই এই সরকার তাঁর বিরুদ্ধে কুৎসায় নেমেছেন। তিনি মেরুদণ্ডের চিকিৎসার জন্য লন্ডনে রয়েছেন। পড়াশোনাও করছেন। আইএসআই বা জঙ্গি শক্তির সঙ্গে তাঁর কোনও যোগাযোগ নেই।”
কিন্তু বাংলাদেশের গোয়েন্দাদের থেকে তারেকের আইএসআই-সংস্রব ও মৌলবাদীদের সঙ্গে যোগাযোগের তথ্য পাওয়ার পর আশু ও দীর্ঘমেয়াদি দু’ধরনের বিপদই দেখছে দিল্লি।
অন্তর্বর্তী সরকার নিয়ে সংঘাত যে পর্যায়ে পৌঁছেছে, তাতে নির্বাচনের আগে বাংলাদেশ অশান্ত হয়ে উঠতে পারে বলে মনে করছেন বিদেশ মন্ত্রকের কর্তারা। বিএনপি-র সহযোগিতায় মৌলবাদীরা এই সুযোগে সক্রিয় হলে সেই অশান্তি যত বাড়বে, সংখ্যালঘুদের জীবন-জীবিকাও বিপন্ন হয়ে পড়বে। অশান্ত আবহাওয়ার সুযোগে ফের সেনা-অভ্যুত্থানের মতো অবাঞ্ছিত ঘটনার আশঙ্কাও থেকে যায়। বিদেশ মন্ত্রকের কর্তারা বলছেন, এটা আশু বিপদ। দীর্ঘমেয়াদি বিপদটির প্রভাব আরও সুদূরপ্রসারী।
কী সেই দীর্ঘমেয়াদি বিপদ?
ভারতীয় কূটনীতিকদের মতে, কংগ্রেসের মতোই নেতৃত্ব পরিবর্তনের একটি প্রক্রিয়া চলছে বিএনপিতে। কংগ্রেসে যেমন সনিয়া গাঁধীর পরের প্রজন্মের নেতা হিসেবে রাহুলকে তুলে আনা হচ্ছে, ৬৮ বছরের খালেদা জিয়াও তেমনই বিএনপি-র দায়িত্ব ধীরে ধীরে তুলে দিচ্ছেন দলের সিনিয়র ভাইস চেয়ারপার্সন ৪৬ বছরের তারেকের হাতে। বস্তুত ২০০১ সাল থেকেই রাজনৈতিক ভাবে অতিসক্রিয় তারেক রহমান। সেই সময়ে ঢাকায় খালেদার বাড়ি ‘হাওয়া ভবন’-এ বসে নির্বাচন পরিচালনায় বড় ভূমিকা নিয়েছিলেন তিনি। পরবর্তী কালে বিএনপি-জামাত জোট সরকারের জমানায় তিনি ছিলেন ক্ষমতার দ্বিতীয় কেন্দ্র। পাঁচ বছর আগে বাংলাদেশে আওয়ামি লিগ সরকার নির্বাচনে জিতে ক্ষমতায় আসার ঠিক আগে স্ত্রী-কন্যাকে নিয়ে লন্ডনে চলে যান তারেক। কিন্তু বিএনপি-র শীর্ষ নেতারা মাঝেমধ্যেই লন্ডন গিয়ে তাঁর নির্দেশ নিয়ে আসেন। ২০০৯ সালে বিএনপি-র ছাত্র সংগঠন জাতীয়তাবাদী ছাত্রদল সাত দিন ধরে নানা অনুষ্ঠানে তারেকের জন্মদিন পালন করে। খালেদা জিয়া নিজেও সেই অনুষ্ঠানে যোগ দিয়েছিলেন। বাংলাদেশের এমন এক ভাবী নেতার সঙ্গে আইএসআইয়ের যোগাযোগ নিশ্চিত ভাবেই ভারতের পক্ষে সুসংবাদ নয়। কারণ ভবিষ্যতে বিএনপি-র নীতি-নির্ধারণেও এই পাক ও মৌলবাদী-ঘেঁষা স্বর শোনা যেতে পারে। বাংলাদেশ ফের জঙ্গিদের ঘাঁটি হয়ে উঠুক এটা কখনওই দিল্লির কাম্য নয়।
বিদেশ মন্ত্রক সূত্রে বলা হচ্ছে, পুরো বিষয়টি নিয়ে কূটনৈতিক স্তরে ঢাকার সঙ্গে আলোচনার সম্ভাবনা উড়িয়ে দেওয়া হচ্ছে না। প্রধানমন্ত্রীর দফতরের এক অফিসারের কথায় তবে বাংলাদেশের মানুষের আবেগ ও দ্বিপাক্ষিক সম্পর্কের স্পর্শকাতরতার বিষয়গুলি বিবেচনায় রেখেই দিল্লি যা পদক্ষেপ করার করবে।

U know that what U have just spouted about the "intellegence reports" is a typical GOI propaganda just like always and U yourself don't believe it. Btw How do U plan to bring AL to power? Surely that's can't be through elections can it? BNP is the most popular party right now and will own a landslide provided elections are held under a neutral CT as it has been since 1990 in BD. BNP won't take part in a election under Hasina's gov and neither would the people at large. people won't even turn up to the polls and BNP and BDs won't recognize such a gov. Your GOI has never showed the cooperative intent with BNP gov. U are yet to prove ulfa link with BD's intellegence during last BNP tenure. U always wanted a dalal such as AL. Naturally U can't accept BNP to just act like AL and be a dalal. BKZ already assured friendly cooperation as per diplomatic norms and mutual respect but what U want is dalali which surely is not the way forward and neither is sustainable on BD's and BNP's part. AL won't last for long & BDs won't let them last for long inshallah.

And lastly what your statements show is that India wants BD to be some sort of vassal and doesn't recognize BD's sovereignty. Naturally U can't whine when BDs reciprocate in kind.

We only ever asked three things from BD:
1) Dont let your illegal Bangladeshis come to India
2) Take your illgal BDeshis back

These are 3 pretty standard demands that every country in the world expects from its neighbouring countries. Hell even Pak despite being our enemies does not induge in 1 and 2. 1) & 2) There are NO illegal BDs in your country. GOI is yet to come up with evidence to back their claim.
3) "Islamic" extremist has been routed out by the last BNP gov. Arrested, tried in civil courts etc. The militants rose up during AL tenure of 96-2001.
