No of course not, and I was unaware that a land swap was part of this proposal. This looks like a straight up request for land.
Geneva airport lies completely within Swiss territory, but runs alongside the French border with easy access from the French side. That is feasible, perhaps due to the poor quality of the article this may be what is being asked. But do remember you have both nations in the common market, a range of shared treaties and cooperation is generally far tighter between the two.

Well Geneva airport initially was on both sides (in pre ww2 era). They had a land swap/deal (between the two countries) in the 40s just after WW2 I believe that assigned the current boundary in that area....it is why if you look at it on the map, the boundary runs cleanly right alongside the runway in one spot....there's no way that was coincidence from before the airport .
That was also done in the era where a common market approach in Europe was still in its infancy....but France and Switzerland very much had strong reason to cooperate like this in mutual interest anyway. There was a later study to expand the airport even more (into French territory) a cpl decades or so later which likely would have necessitated another land deal, but ultimately that didn't pan out.
Anyway lets see bhai, this is not even at a technical report stage.
