United States-India Strategic Partnership no Longer Strategic nor a Partnership | South Asia Analysis Group

Its a laundry list of Indian whining about US-India strategic partnership. The important thing to note is that the author does not talk about Bangladesh for once and what is role of US-India partnership regarding Bangladesh.

US-India relationship has its own set of ups and downs, but ever since our Army started peace keeping missions, these overseas service became the main source of their personal income and wealth. Now our Army is controlled by the US/West because of this reason. So if our Army fails to protect our people when they are gunned down by a killer genocidal regime forces, then naturally we have to ask:
- why they failed to come to people's side in the hour of need?
- why they destroyed BNP between 2007-2009?

Considering that it is India that had a long term goal to destroy BNP and bringing this murderous Awami League regime to power in a rigged election in 2009, this has been a classic external threat for our nation. But our Armed forces have failed to guard and protect our nation against this external threat. My guess is that it is because our Armed forces have been compromised and become a mercenary force working in UN Peace keeping missions and they are listening to someone. That someone has to be the US, if we use elementary logic. The next question to ask is why US is supporting Indian goal of bringing Awami League back to power and keeping it in power? The answer can be many. I can think of the following:

- US, like most part of the West, have deep ingrained distrust of Muslims, regardless of ethnic or national origin, although on the surface, this is not highligted for strategic and diplomatic reasons
- Just like in Syria, they do not mind groups of Muslims kill each other
- They do not want to see Muslims as developed industrial nations with some clout on the global stage
- They are callous in their handling of Muslim nations, just like Iraq was attacked for totally made up and fabricated reasons, in case of Bangladesh, they are happy to listen to India and then bring or keep Awami League in power

What is the solution? We have to face them and communicate with them, that this is dangerous policy for the future of our country. 90% of our Muslim population will not accept Indian proxy rule forever. If US led West do not listen to our appeal and good words, then we have to go for other routes. For these other routes, we will wait and make ourselves ready for a day, when we will be able to fight off and remove Indian agents from our soil.
 
us and india do take each issue differently, on paper it looks US wants India to tackle china? but why would india do america's dirty work? india wants total domination in the subcontinent, US wants its own influence here. You have to see that the US has had a hold in Bangladesh for the longest time....why would they give that up? why would the US want India run the show in Bangladesh? US even engineered the coup in 1975.

India's nuclear arsenal and military is enough to keep china in bay. Why would they want another global power? and india would not fight america's game, they have higher ambitions then becoming someone's pawn.

1975 coup was mostly the work of few Army officers, supported by Khondoker Mushtaq, leader of the pro-US faction within Awami League. Yes, there was a such a faction in Awami League during 1960's and early 1970's. US at most had knowledge of the coup, but no active involvement. This was before the end of cold war and India was in Soviet camp at that time. The situation now is different, specially after the US moving towards a pivot to Asia, after they wasted a decade, trillions of dollars and thousands of soldiers in a wild goose chase called GWOT, a total boondoggle.

India wants to be part of the anti-China alliance, but the article you posted above shows clearly why Indians like the author think that the US is not serious about making India a real strategic ally.

Problem with the US is that its foreign policy, just like its domestic policy, is determined by many competing interest groups, state department being just one of the party with expertise. And every 4 years or 8 years, whenever there is a change of President, the policy goes through changes.

As for India, just like PDF Indians, the Indian policy makers and experts I am sure are no less delusional. If I were them, I would eat the humble pie and not pi$$ off every neighbor they have from small to nations like Bangladesh. And I would follow the US in its pivot plan and prepare to ditch the US when it looses its struggle for supremacy with China. India is in no position to even be a regional power, let alone a super power, in the foreseeable decades. But who will bring sense to these morons.

Bangladesh is one of the rare success story of India's stupid policy of meddling, I think mainly because both the US led West and China are kind of allergic to Muslims at varying levels. In case of Pakistan, the situation is different, as the geo-strategic stake there is much higher for both the US and China.

Militarily, both India and the United States blow trumpets about the increasing number of joint military exercises to ensure inter-operability between the Armies of both nations. Pray one may ask whether the United States would commit US Forces war effort in the eventuality of any India-China Conflict in the future.

Three significant examples can be quoted in this direction to substantiate that United States power is in decline and these relate to the challenges thrown by Pakistan, China and North Korea and the US responses to these challenges.

USA a declining power? Far from it. It'll remain as a super power for a long time. Only fan boys would think otherwise.

To name a few, the Russia-India-Chia Triangle, the Russia-India-Iran Triangle, Russia-India-European Union Triangle. India could also explore a new Russia-India-Vietnam Triangle and make it into a strategic quadrilateral by inviting Indonesia.

Russia is a dead horse. For the EU, well....:lol:

Those ASEAN nations are nothing more than paper tigers in a zoo. Don't expect anything out of those lot.

@kalu_miah : The reason why our army is not responding is because they do not have anything to lose. They already have their own interests secured. As you said, it is a "mercenary force".

Another thing is that after the end of the Mujib days, the entire military managed to own vast swathes of land. Many of which are still unspoiled in their natural beauty. I know since I've seen them with my very own eyes.

Add that to the booming businesses owned and run by the military. Did you know that Radisson Hotel is owned by the army?

What have they got to lose? They have their interests secured even as the nation burns.

As I said, people on all levels of power are too self centered. Where's the feeling of community? Where is the nationalism? Where's the patriotism?

HEFAJAT VOWS REVENGE; LAWSUIT UNDERWAY

Motijheel massacre spawns unintended consequences

The tears are yet to dry from the eyes of millions at home and abroad mourning the fateful Savar tragedy when another major tragedy has struck the nation.

Unlike the over 1,000 feared deaths --- 819 bodies recovered till Wednesday --- from the rubble of the Rana Plaza complex in Savar that collapsed on April 24 due to an alleged government-sponsored call to poor workers to work inside a wobbly edifice, the ‘Motijheel massacre’ took place under the direct command of the the government’s high command.

The alleged midnight massacre around the Shapla Chattar during the pre-dawn hours of May 6 has given birth to a number of new scenarios and consequences. Hefajat leaders are preparing a lawsuit in the International Criminal Court (ICC) against the Prime Minister and her cohorts while threat of revenge has been uttered by responsible leaders of Hefajat-i-Islam Bangladesh (HIB) from within.

HRW pre-warning

Human rights watchers across the world have already begun to conclude that an unprecedented atrocities by over 10,000 strong police and paramilitary forces has caused over 2,000 deaths and injured another 2500 Hefajat activists who were either on sleep, or on prayers following an exhausting day of protests on May 5 when reportedly over 3 millions of HIB followers gathered in Dhaka to attend their pre-scheduled congregation. For weeks before what now seems to have turned into the most horrific incident of mayhem in Bangladesh’s history since the March 25, 1971 crackdown on unarmed civilians by the Pakistan Army, speculations were rife about what was about to befall the nation.

Depending on reports of various diplomatic missions in Bangladesh that armed ruling party thugs would descend on Dhaka that day in great number to create mayhem, the Human Rights Watch (HRW) warned on May 3, “With new protests planned in the coming days, the Bangladeshi government should ensure that the security forces immediately end their practice of using excessive force against protesters. The government should appoint an independent commission to investigate the deaths of dozens of protesters, including children, since began in February, and, prosecute anyone responsible for unlawful killings and use of force.”

The HRW pre-warning was based on intelligence reports from some diplomatic missions that the government had planned a major crackdown on unarmed Hefajat protesters to silence their agitations forever, it was learnt.

Independent report

What exactly happened that night may be a subject of debate and introspection for months and years to come, but the Asian Human Rights Commission (AHRC), an independent rights watchdog, summed up the massacre in its initial report on May 6 that reads:

“News reports from Bangladesh allege that a series of attacks on demonstrators have taken place, at around 3am today, May 6, 2013. The extent of the injuries and death is difficult to be ascertained at the moment. The Daily Star, a Bangladeshi newspaper, gave the figure of deaths as 5. However, several internet reports have mentioned that the number of deaths could be as high as 2,500 or more. Pictures of dead bodies have also been distributed over the internet. Major news channels in Bangladesh have been silenced. Two private television channels that were showing live pictures of the attacks upon the demonstrators were immediately closed down. All forms of public gatherings, rallies and protests have been prohibited until the midnight of May 6.

It is widely believed that the post- and pre-massacre measures --- such as imposing section 144 and the cutting off electricity supply around Motijheel prior to the massacre --- were designed to perpetrate the killings and transport and hide dead bodies from the spot beyond public or media watch.

HIB version

The Holiday had the opportunity to talk to one of the senior HIB leaders on condition that his identity would not be revealed. He has confirmed that the initial estimate by the HIB’s media cell about the number of deaths from the pre-dawn crackdown in Motijheel was about 1,000; a figure officially confirmed by Ahlullah Wassel, chief of the HIB’s media cell. “As reports of more deaths and injuries poured in, the estimated death now stands at 2300 and the number of injured at 2900 (as of midnight, May 7, 2013)”, said the HIB leader.

This correspondent was then referred to what the HIB leader said HIB’s Chief Security Adviser (CSA), and, whose antecedent was revealed as a former officer of the Bangladesh armed forces. Upon contact, the CSA sought an assurance from this correspondence that his phone number would not be revealed and his name would remain anonymous. Agreed, the CSA said his outfit (HIB) has had some prior information about a likely government crackdown, but not to the extent it had happened.
“Our people were first blocked from entering Dhaka in the outskirts and, prior to that, transports were made unavailable in many districts by government-instigated strikes called by transport owners. But half of our estimated three million people were already in Dhaka and its outskirts by May 3. As people started moving towards the venue after Shapla Chottor was allocated in late noon, police blocked their way in eight places in and around Motijheel, pitting our activists to engage in a showdown with the police in which so much of teargas were lobbed that the victims were compelled to create fire on the street to neutralize tear gas impact.”

These are fires being portrayed by the government as the acts of arson and vandalism committed by HIB activists and for which ruling party leader Syed Ashraf declared that, “They (Hefajat) would never be allowed to come to Dhaka. We’ll not allow them to come out of their houses either.”

When response was sought from the CSA about Syed Ashraf’s threats, the CSA said, “Our top leaders have had a policy not to indulge in any violence but that policy has now changed.Asked why, the CSA broke into tears and said, “As a soldier, I will take revenge of my innocent brothers’ deaths, at any cost. We will not respond with bricks and stones anymore.”

ICC lawsuit underway

This correspondence was told that the HIB has begun to form committees abroad after this massacre and a competent lawyer has been hired to prepare a lawsuit against Prime Minister Sheikh Hasina and her accessories (under-command) in the International Criminal Court (ICC) for mass killings and crimes against humanity by relentlessly ordering slaughtering of unarmed HIB and other opposition protesters.

When contacted, the lawyer too requested anonymity and said he is working on such a lawsuit and specific evidence are being received which seems convincing to him. He said the lawsuit will be initiated pursuant to Article 2 of the 1948 Convention on the Prevention and Punishment of the Crime of Genocide (CPPCG), and, all other relevant laws and treaties that followed since.
He added, “We seem to have a strong case as the definition of genocide is now wide and encompasses murder by a government of people due to their national, ethnic, racial, or religious group membership.”

The lawyer further said, “Since February 28, nearly 3,000 unarmed protesters have been killed by Bangladesh security forces, of which over 100 deaths occurred within 48 hours on March 1-2. Now that thousands more have been slaughtered within two hours on May 6, these crimes fall under the definition of genocide and the Bangladesh government stands accused of violating all the international treaties relating to human rights. It’s time this madness is censored by the global community.”

UN and the USA

Meanwhile, the UN Secretary General, Ban Ki Moon, has voiced his concern over the ongoing killing of unarmed protesters in Bangladesh and requested the government to sit with religious and political leaders while the US Ambassador to Dhaka, Dan Mozena, has cautioned that all groups and individuals have rights to protest; insinuating that the use of brute force against unarmed protesters constitutes violations of domestic and international laws.

As the global outcry gets louder, these unintended consequences come at a time when the nation remains ungovernable due to incessant strikes and violent agitations and the government’s undeterred intent to kill as many unarmed people as needed to cling onto power indefinitely. Bangladesh also seems to be having a tryst with the destiny as it struggles to decide whether to live with democracy by accommodating all shades of opinions, or allow a virtual one-party rule to decide the fate of its 165 million people. Time for that decision is now or never.

Those who are still paddling the 2500 dead theory some simple question to them?? Where is their dead bodies?? Where is there relatives claiming the bodies?? Where are the blood spots on the scene where we can only see some selected people got injured only (not cover up as claim by certain propagandist here instead from video footage)? Why despite after 4 days no credible proof for the 2500-3000 dead has been shown by BNP as it is the one which made the remark?? Some very knowledgeable people claimed here that there are already an effort to collect the number and identity of the dead people but BAL is threatening them and giving them money to keep their mouth close. How much it is credible considering if 2500 number would have been true atleast half or atleast 500 families of the dead person's would open their mouth. If BAL can in such a swift manner can identify and reach to the family of the 2500 dead then is it not possible also from BNP/HeI if it would be really the case?? If any big number of people would have been died from close family member, relatives, friends or neighbors it would have been exposed but nothing happened so far.

This 2500-3000 number, myth or propaganda was initially started when one HeI leader claimed 3000 of their people has become martyred though based on Diganta TV report and many other media HeI after the event claimed there were 16 dead though government officially claimed there were 9 dead. On the morning of May 6th Sadek Hossain Khoka officially claimed the 2500 dead figure mainly to please Khaleda Zia as he along with some senior BNP member failed in their night mission to gather a big BNP supporter and go to Shapla Chattar for supporting HeI as Khaleda Zia ordered to do so when the news of upcoming possible attack on HeI was leaked. He could not as most of the BNP activists did not responded but gave commitment to attend the procession from morning. Knowingly or unknowingly Khoka has caused another blunder for BNP by making the claim of 2500 figure as the whole operation was covered by all electronic and print media including that of Diganta TV and they aired it upto 4:30 AM before its closure when the operation was over and police, rab and bgb took control of the whole scene. Still upto that point Diganta TV claimed the 9-16 dead.

In the mean time Basherkella type different Jamaati propaganda sites started rumor like with 5-25 trucks all the 2500 dead bodies have been taken away from the spot. In the meantime they increased the figure to even 25000 in some occasion and made more rumors like government is burning all the dead bodies, dumping it in Bandarban showing dead bodies of Haiti earth quake victims, showing a photo shop picture of bay of bengal that it has been reported from Nasa that due to dumping of all the dead bodies in the bay of bengal the sea turned into read and most recently some border villagers intercepted two trucks while transferring dead bodies to India, dead bodies have been dumped in Meghna and Turag river, it has been buried in a mass grave at Pilkhana, they dead bodies has been mixed up with Savar victims and havee been buried at Zurain grave yard and many more cheap propaganda.

However as I shown earlier Shapla Chattar is a very small place, here killing and hiding 2500 people even 100 people is next to impossible. This is the picture of Shapla Chattar.

Now this is the news report from different media about the operation. Some also contain image of early morning but no where there were sign of blood or mass casualty apart from destruction.

I am excluding the Diganta TV report as I posted that earlier. Thanks to that report as it reported it was the HeI infect which cut all the trees, uprooted the dividers and carried out huge destructive activities. Same has been reported at the following news as well.

If anyone look at the above videos which covered most of the Shapla Chattar are any one can easily find it out that there is no trace of mass dead bodies. Naturally it turned down the propaganda figure of 2500 dead or even 100 dead. For the people or parties the situation went upto that level should be identified and punished accordingly be it from BAL, BNP or HeI or Jamaat which seems to be the main culprit.

I am just curious to know which are the advisers and people those are giving all sort of ill motivated and poor advise to her?

This has been reported recently that Khaleda Zia was assured by some of his close advisers and associates that supporting HeI may lead to a uprising and breakup of army specially the young officers which may bring down the current government. The plan was to keep the HeI movement continue on May 6th and extend it to May 7th and at that point hundred of thousand BNP and Jamaat supported will join then and will take over secretariat and Bangladesh Bank which will eventually force the government to step down. For this Khaleda Zia called called at the evening to Shafi and asked him to go back and not to declare the end of the procession on that day which was planned earlier by him. She threatened that if he did not do it he will cut all the support to HeI. Here it is need to mention some of the key partner of HeI are now 18 party alliance member and Shafi Hujur is the father in law of the amir Islami Oikka Jot and he was using their office at Lalbagh. There is further rumor that Shafi and key member of HeI was offered minister position if they help to topple the government. To make the 5th May a success both BNP and Jamaat collected big fund from it's supporter businessmans. BAL came to know about the conversation almost instantly and at that point Ashraf threatened if the meeting was not end by evening they will take tough measure. At the evening BAL had a meeting with it's senior member and decision was taken Shapla Chattar needs to be cleared any how by night and ordered Police, RAB and BGB to take action accordingly. In the mean time Khaleda Zia got the news of possible attack on HeI and ordered Khoka and other to gather mass BNP activists and go to the Shapla Chattar to take part with HeI but Khoka failed to gather mass BNP activists as most was reluctant to attend but they promised to attend from the morning. HeI also got the news of possible attack and all the top leaders left the place and only the young madrasah students were kept into the scene and some Jamaat supporters were also there with tag of HeI. Police, Rab, BGB had a meeting at around 10 PM of 5th May about the attack and they decided to encircle them from all side but later decided to keep one side open so that HeI can flee the spot and it was decided to keep the area dark so that HeI can not get much visible target to attack. Their fear was that Kamlapur Railway Station may come under attack from HeI. By 1200 AM they gathered all the force to conduct the operation. Rest is known to all. But removal of HeI from Shapla Chattar put BNP into much trouble as BNP's upcoming 48 hour ultimatum and upcoming agitation program all were dependent on HeI's success.

I personally dnt think that HeI will start arm conflict. This is another propaganda. HeI's main source of power are the 4 million kowmi madrasah students. They are not likely to go into direct conflict as it is not their agenda. Many huhurs brought them to dhaka saying different stuff and promising them to give 1000-2000 taka.

They used many young teens as cannon fodder. They even did not care that they are bringing such young and minors to such a rally where there were possibility of clash.

But this 2500 dead claim will put BNP into much deep trouble as it is already known that this is much much exaggerated figure. Now BAL will put all the blme on BNP if they fail to show the proof of such a high number. Already Inu went into offensive and gave 48 hour ultimatum to BNP to provide list or to apologize to nation for spreading such lie and propaganda. Shaikh Hasina also blamed Khaleda Zia for all the destruction including that of burning Quran and patronizing HeI though there are rumors that it could be done by BAL as well. But 2500 dead remark shifted all the blame on BNP.

BNP leaders were also looking clueless while claiming the 2500 figure. When the question was asked to the opposition chief whip from where they got the 2500 dead body figure he screamed for 8 minute but could not answer it.


Another BNP leader became exposed and he was ridiculed by Inu for showing Basherkella edited image of Haiti earthquake victim as Shabagh victim.


On the next day Inu gave this ultimatum to opposition.

Executive Summery
On 6 May 2013 at 2.40 in the morning, the government in Bangladesh has cracked down on protests leaving a huge number of unarmed religious people dead and thousands others injured. More than 10,000 forces drawn from police, the elite Rapid Action Battalion and paramilitary Border Guard Bangladesh jointly launched a drive in the darkness of midnight on 6 May to clear demonstrators from a major thoroughfare in Dhaka. Electricity was cut and media access was restricted from the scene during the joint operation. In Narayanganj and Chittagong, 20 demonstrators were shot dead by police on 6 May. 16 demonstrators were killed on the previous day by police in several attacks carried out to disperse the Dhaka Siege program.
Bangladesh is now passing a great crisis in her political arena. Democracy and good governance have been severely questioned over the current regime. Human rights have been infringed to an unprecedented extent. The Bangladesh government headed by Awami League has been exposing its deadly autocratic attitude and unethical stand both in national as well as international arenas since it has acceded to power in 2009. It has always shown ultra-rated hostility towards people‟s demands and their democratic demos and protests.
Most recently, Hefajat-e-Islam, a non-political religious outfit set out to ensure punishment of the anti-religious bloggers for their blasphemous campaigns, staged its scheduled “Dhaka Siege & Sit-in” program on last 5th May 2013 urging the government to meet its 13-point demand announced earlier. Since the break of dawn on that day, a sum total of about 3 to 4 million Hefajat men, as a whole, blocked the entrances to Dhaka city and they took, as per the governmental consent, to the streets round the “Shapla Square” at Motijheel in Dhaka at around 3:00 pm. But as soon as Hefajat-e-Islam began its gathering and sit-in therein, armed cops and RAB personnel started to shoot at the participants indiscriminately. Soon, the hub of Dhaka city turned into a battlefield and Hefajat men were turning into „corpses‟ one after another.

Hundreds of thousands of Hefazat activists gathered at Shapla Chattar of Motijhil, Dhaka.
They declared to continue their sit-in indefinitely. However, on 6th May at 3:00 am at midnight, the locale was blacked out by switching streetlights off, two TV channels on stream (namely, Diganta TV and Islamic TV) were cut off and made go off the air as they dare to air true news about governmental injustice, and all the journos were forcibly made leave the locale by the government official dudes and pro-party thugs. Then, all on a sudden, an integrated band of cops, BGB and RAB personnel began to open fire wantonly at the sit-in participants to take over the reins of the locale whereby over 5 hundred people died, thousands of people got injured and shot and about 2 thousand more went traceless.

Dhaka Siege Program
Hefajat-e-Islam, an organization of Islamic clerics and students, called the Dhaka siege programme from its April 6 grand rally at the city‟s Shapla Chattar demanding that its 13-point demand be met by April 30. Hefajat‟s 13-point demand includes passing a law in parliament with a provision for the punishment for blashemy and smear campaigns against Muslims, putting an end to the infiltration of all alien culture including adultery, amending anti-religious portions of the National Women Development Policy and restoring the religious provisions in the Constitution.

Huge police and Rapid Action Battalion (Rab) personnel remained deployed in every entry point
of the city. No motorised vehicles from outside could enter the city. Dhaka was virtually
detached from other parts of the country due to the siege programme.1
Minister Ashraf’s Declaration of Suppression
Awami League General Secretary and Minister of the Local Government and Rural
Development Syed Ashraful Islam declared total suppression of the program called by Hefazat
on 5th May in a briefing at Dhaka. “This time we allowed you to come to Dhaka, next time you
will not be able to come (Dhaka) or even come out of your homes. Your anarchy will not be

tolerated,” spokesperson Syed Ashraful Islam warned at a press briefing amid Hifazat‟s rally in
the Motijheel business district.
He also hinted at going hardline, which later came true. He said the government would do
„everything necessary‟ to maintain law and order. Ashraf asked the Hifazat activists to wrap up
their rally by evening and leave Dhaka and threatened actions if they did not. At the briefing,
Ashraf advised against considering the ruling party „weak‟. “The Awami League alone is enough
to teach you a lesson,” he said.
Ashraf termed the Hifazat the successor of infamous „al-Badr‟ and „Razakars‟, the forces that
had sided with the Pakistani troops. He said the people of Bangladesh will not tolerate mayhem
in the name of religion and reiterated the government was ready to take any measures necessary.2

Hospital (DMCH) where doctors declared
him dead. The two others also succumbed to
their injuries at the DMCH. The injured were
admitted to different hospitals and private
clinics.

the clash between the Awami League and Hefajat men broke out in Baitul Mukarram area
around 1:30pm when they brought separate processions in the area. A chase and counter-chase

Another triangular clash involving police, the
Hefajat workers and the ruling party men
broke out at the same place at 3pm and later
it spilled over into Purana Paltan, Gulistan,
Bijoynagar, Kakrail and Press Club areas.
Blood was pouring over the asphalt paved
street. It could not be learnt immediately how
many were injured or dead. But at live
telecast many bodies were seen lying on the
road motionless. Fountains of blood was
gushed at many places. Initially Hefazot
claimed 30 to 40 were killed.
Witnesses said miscreants set fire to a police
box at Shantinagar around 6:20 pm while
another at Mouchak at about 6:25 pm. At
least 30 vehicles parked in front of the Bodies of Hefazat activists at the morgue of Dhaka
Medical College.

between law enforcers and workers of Hefajat-e-Islam in the city earlier on Sunday.
In another incident, two police bikes were torched near the Baitul Mukarram National Mosque as
the Hefajat men in a procession were marching towards the Shapla Chattar in the capital at about
12:30pm. Witnesses said hundreds of activists of the organization were marching towards the
Shapla Chattar to attend a rally there. When they were passing by the National Mosque, police
obstructed them. Being obstructed, the Hefajat activists threw brick chips targeting police,
resulting in a clash between them. The law enforces fired several teargas shells and fired several
rubber bullets to disperse them. A chase and counter-chase took place that left some people
injured.3

From 9 pm, the security forces started surrounding the gathering of unarmed assembly of
hundreds of thousands people in Motijhil. No one could enter of exit from the assembly
anymore. Ten platoons of Border Guard members were deployed in the area.5 Hefazat activists‟
attempt to resistance by placing blocks road divider and tree branches proved futile in the face of
heavily armed security forces.
After 2 pm in the morning, Police started a huge crackdown with continuous brush fire upon the
sleeping protesters. Thousands of sound grenades were charged upon them as well. Some 600
members of RAB and BGB were deployed at Paltan at around 11:30pm. On and on the number
of armed force members increased to initiate the joint operation on the sleeping activists of
Hefazat. It was 2:30 in the morning. Dhaka was rattled by the sound of indiscriminate gunshot
and grenade explosions. One-way war started with whistles as Joint Law enforcers BGB, RAB
and Police attacked and cornered the unarmed Hefazot activists. Mothijeel, Dainik Bangla,
Fakirapool and Ittefaq intersection turned into a killing ground within minutes. 6

BGB and Rab personnel removed Hefajat-e-Islam activists from the city‟s Shapla Chattar area.
Police and Rab sources said they started the drive at about 2.20 am and drove out the Hefajat
men from Shapla Chattar area by 3 am, firing rubber bullets and sound grenades. They said some
10,000 law-enforcers took part in the drive that first started from Notredame Collage point then
Ittefaq Intersection. The entire area was rocked by gunshots and sound grenades.
The defenseless innocent Islamist‟s were forced to move away at the face of continuous gunshot
and canisters. Many wounded laid at the road. 7 Some took shelters at nearby alleys. Law
enforcers then attacked the alleys. They were beaten till dispersed.8

Amid the massive drive, unarmed Hefajat men retreated fast and ran into various lanes and alleys
in the area although they had first tried to resist the law-enforcers showering them with brick
chips. It was not still certain how many Hefajat men were injured in the predawn drive.
Television footages showed armoured vans driving about and non-stop teargas shells being
lobbed and rubber bullets fired in Motijheel which during weekdays is one of the busiest places
in Dhaka.9
Many dead bodies and injured were seen all over the street and adjacent buildings after the joint
operation of armed forces. Motijheel was littered with stained blood, papers, sandals and some
bags after the operation drove the sleeping band of Hifazat supporters away. Fire was burning in
a few places. Five vehicles were also burning at the scene.

Law enforcers took less than 15 minutes to take control of Shapla Chattar after conducting a
simultaneous drive from the Notre Dame College and Dainik Bangla intersection at around 3am.
No leader of Hefazat was seen on the rally stage after then. Police began positioning themselves
on the street stretching from Paltan to Dainik Bangla intersection since 8:30pm on Sunday.10
Most of the corpses were reportedly hidden and transported to some remoter places by trucks by
the law enforcement agencies to escape public wrath and international condemnation. Initially
the number of dead was claimed to be as many as 431 by various sources.11 Several internet
reports have mentioned that the number of deaths could be as high as 2,500 or more.12

operation was restricted. To prevent telecasting
footage of mass murder by the joint armed
forces, two TV channel were shut down by the
govt. within one hour of the operation. The joint
force consisting of BGB, Police and RAB have
shut down Diganta Television (DTV) and
Islamic Television. Earlier in the day (May 5),
DTV had telecast live demonstration of Hefajot e
Islami from Matijhil Dhaka.
The law enforcement agency of the government
has taken away valuable machine parts of
transmission. It is not possible to restart
transmission of DTV. Bangladesh government
force has also shut down Islamic TV at 4:45

The government made the move without citing any reason, an official of the private Diganta
station said. Its Chief News Editor Ziaul Kabir Sumon told bdnews24.com that a Bangladesh
Telecommunication and Regulatory Authority team led by Director Colonel Sazzad Hossain
came at around 4:20am on Monday. They said they were temporarily suspending the broadcast
saying it was a government order, according to him.

No-one from BTRC could be reached immediately for comment. "We asked them for papers.
They told us you will get paper. Now cooperate with us. Then they stopped transmission at
4:24am," Sumon added. “We were running news when they stopped transmission.”
Islamic TV also went off air „temporarily‟, its Director Shams Eskander told bdnews24.com.
"We have stopped all transmission from 2.30am on Monday," Eskander said. He said the law
enforcers had come to their office at around 2am and asked them to close down before locking
up the telecast centre. The official accused the law keepers of vandalism in the office and said
they had not been served any formal notice to close down transmission. BNP Chairperson
Khaleda Zia‟s younger brother, late Sayeed Eskander, was the founding Chairman of the
station.14

area and fired gunshots on its premises. The bodies of the deceased were taken to Narayanganj
General Hospital.16
Violation of Human Rights
The scale and indiscriminate manner of the killing of unarmed demonstrators by armed forces is
comparable only to genocide, the ultimate denial of right to life. According to the Convention on
the Prevention and Punishment of the Crime of Genocide, genocide include acts committed with
intent to destroy, in whole or in part, a national, ethnical, racial or religious group, as such:
killing members of the group.17 Hundreds of people were killed by police in just one day which
amounts to the crime of genocide.
Article 32 of our Constitution guaranteed the right of life. The Universal Declaration of Human
Rights 1948 incorporated a provision that says: Everyone has the right to life, liberty and

security of person.18 It‟s pertinent to point out here that, the constitution of Bangladesh pledges19
to respect the International Laws and moreover Bangladesh has signed that Universal
Declaration of Human Rights. So, our Govt. cannot ignore its liability to protect the citizens from
the police and ruling party thugs.
This incidents mass murder by police indicate the serious scenario of falling „rule of law‟ in
Bangladesh. The Republic is bound to ensure the democratic rights and safety of life and
property of every citizen. Furthermore, it has responsibility to ensure citizens‟ fundamental rights
guaranteed by the Constitution. But, by killing, torturing and injuring the participants of
demonstrations, Govt. has grossly violated human right of life.
Article 35 of the Constitution of People‟s Republic of Bangladesh says that, “No person shall be
subjected to torture or to cruel, inhuman, or degrading punishment or treatment.”20 But Police
have violated this right by reckless shooting at unarmed Hefazat activists.
The unprovoked attack of peaceful sit-in and restraining from lawful demonstration violated
some very basic human rights which Bangladesh is committed to protect. The practice of
oppression amounts to defiance of freedom of association and assembly recognized by Universal
Declaration of Human Rights.21 Bangladesh is a signatory of International Covenant on Civil
and Political Rights (ICCPR) 1966 which incorporated certain fundamental human rights.
Bangladeshi security forces cannot impose unreasonable restrictions on the right of peaceful
assembly held in accordance with law as provided article 21 of the Covenant.22
Recommendations
 The govt. must stop mass killing. The trigger happy approach of indiscriminate shooting
must be stopped. The demonstrators should not be target of violent attacks due to exercise
democratic right to express demands.
 Police must arrest the members of the ruling party who are involved with violent attacks on
the hefazat activists.
 The administration should stop using the police force as a weapon for killing and oppressing
the general people. The government must ensure that the police perform its duty within the
limits set by law.
